Libya stands at the threshold of rapid energy expansion, fueled by surging investor confidence, fresh licensing rounds and bolstered international alliances. The 2026 Libya Energy & Economic Summit (LEES) captured this shift vividly, with high-stakes roundtables featuring the United States, France, Italy and the United Kingdom. These sessions projected a unified signal to global players: Libya welcomes investment in upstream operations, gas and power sectors.
In the U.S.-Libya roundtable, organized by the American Chamber of Commerce, officials labeled Libya a top priority for the U.S. administration. They spotlighted increasing American stakes, the expanding footprint of U.S. energy firms and Libya's upstream resurgence. Emphasis fell on the ongoing licensing round and the National Oil Corporation's multibillion-dollar initiatives, with U.S. operators pledging support for output increases, tech integration and local talent cultivation.
France-Libya discussions, backed by Business France, showcased project advances and institutional synergy. TotalEnergies announced plans for final investment decisions by late 2026 on the North Gialo 6J oil field and the 500 MW Sadada solar initiative, blending hydrocarbons with renewables. Meanwhile, the Libyan Council for Oil, Gas and Renewable Energy and Business France inked a memorandum of understanding to deepen ties, eyeing a possible joint venture for energy projects.
Italy-Libya ties, rooted in decades of collaboration, gained fresh momentum in their roundtable. Participants urged broader partnerships in oil, gas and electricity production. Italy's operational savvy, engineering prowess and proximity position it ideally for Libya's growth phase, with talks centering on gas projects, flare gas reduction and power infrastructure revival.
The U.K.-Libya roundtable, hosted by the Libya British Business Council, zeroed in on a forthcoming second upstream licensing round. Libya's Oil and Gas Minister, Dr. Khalifa Abdulsadek, noted robust global response to the 2025 round, whose outcomes loom soon. This success bolsters plans for steady acreage releases, alongside efforts in marginal fields, unconventional plays and untapped zones.
