Ceuta: Spain Adds 1,500 Reception Places Amid Migratory Pressure
The Spanish authorities are urgently strengthening reception capacities in Ceuta as migratory pressure continues to weigh on local systems. The Spanish Ministry of Inclusion, Social Security, and Migration plans to establish four temporary facilities to create an additional 1,500 places.
The decision was made following a meeting between the Spanish Minister of Inclusion, Social Security, and Migration, Elma Saiz, and the president of the autonomous city of Ceuta, Juan Jesús Vivas. The deployment of the facilities began on Monday to allow for their prompt operation.
These new spaces are intended to address the urgent situation created by the influx of migrants and to alleviate the pressure on existing accommodation capacities. The Spanish Humanitarian Attention Program includes reception facilities, emergency health assistance, the provision of essential goods, and, when necessary, the transfer of individuals to other reception resources.
Four Mobilized Sites
The new capacities will be distributed across several sites in Ceuta. Facilities are planned at the Embolsamiento parking lot, in Loma Colmenar, as well as in the La Hípica infrastructure.
Two other locations will also be used: the former football field of the cavalry barracks and the Guano space.
The goal is to quickly provide an additional 1,500 places to meet the immediate needs related to the migratory situation.
This mobilization comes as the Spanish government has increased support measures for Ceuta. In early August, Madrid had already announced new provisions aimed at strengthening the support for migrants present in the city and assisting local authorities.
€6.5 Million for Humanitarian Aid
Alongside the increase in accommodation capacities, the Spanish authorities have reinforced the resources allocated to humanitarian assistance.
An envelope of €6.5 million has been mobilized to enable the Red Cross to respond to the priority needs of individuals considered vulnerable.
Since August 3, the humanitarian organization has reportedly distributed around 4,000 food kits daily, as well as hygiene kits for women. More than 4,000 individuals have also benefited from social and health support.
This intervention is part of the broader framework of the Spanish national humanitarian attention system, which targets vulnerable migrants arriving in Spain by sea or land, particularly through Ceuta and Melilla.
Pressure Concentrated on Arrival Territories
The situation in Ceuta occurs in a context of high demand on Spanish reception systems. Central authorities particularly consider the cities of Ceuta and Melilla as entry points subjected to specific pressure due to their geographical location.
In 2025, the Spanish Humanitarian Attention Program had taken care of over 54,500 vulnerable individuals arriving in Spain by sea or through the land borders of Ceuta and Melilla. The system then had over 22,000 places, with an occupancy rate of 81.6%.
The issue of unaccompanied minors also constitutes an important aspect of the authorities' response. The Spanish government recently announced additional financial and technical resources to assist Ceuta in caring for these young migrants.
Madrid Calls for Enhanced Coordination
Beyond the installation of new structures, the Spanish government emphasizes the need for cooperation between different administrations to avoid a lasting saturation of local systems.
The challenge now is to absorb the immediate pressure while ensuring appropriate reception conditions for the individuals present on site. The strengthening of humanitarian resources should also enable authorities to better distinguish situations requiring urgent care, particularly for vulnerable individuals.
With these 1,500 additional places and the financial resources mobilized for the Red Cross, Madrid aims to provide a rapid response to the situation while continuing to seek more sustainable solutions for managing migratory flows in Ceuta.
