IMF mission in Senegal to discuss a new financial cooperation program

A delegation from the International Monetary Fund (IMF) is visiting Senegal to resume discussions with the country's authorities on economic conditions and the possibility of establishing a new financial cooperation program.

The mission, led by Mercedes Vera Martin, the IMF's mission chief for Senegal, is scheduled to remain in Dakar from August 19 to September 1. The talks are expected to focus on Senegal's macroeconomic situation and the measures required to establish a revised economic framework.

Public finances and debt management are expected to be among the central issues discussed during the mission. IMF officials and Senegalese authorities are also likely to examine budget execution, tax revenue collection, public-sector wage costs and the sustainability of debt-servicing obligations.

The discussions come as Senegal seeks to strengthen its fiscal position and improve the management of public resources. The government has launched an economic and social recovery strategy aimed at reducing the budget deficit, improving domestic revenue collection and controlling public expenditure.

Economic growth prospects will also be considered during the talks. Senegal's expanding hydrocarbons sector is expected to play an increasingly important role in the country's economic outlook, although the authorities face the challenge of ensuring that energy revenues contribute to sustainable public finances and broader economic development.

The latest discussions follow the suspension of a previous IMF program agreed in June 2023. The three-year arrangement was worth approximately $1.8 billion but was later put on hold after revisions to Senegal's public-finance data raised concerns about the country's fiscal position.

Since then, Senegal and the IMF have maintained discussions aimed at finding a new framework for cooperation. The upcoming mission is therefore viewed as an important step toward rebuilding a financial relationship based on updated economic and fiscal information.

The timing of the visit is also significant because Senegal is preparing its 2027 budget. Authorities are under pressure to improve the country's fiscal trajectory while maintaining investment and supporting economic growth.

Reaching agreement on a new IMF program would potentially provide Senegal with additional financial support and strengthen investor confidence, while also requiring the government to pursue reforms aimed at improving fiscal discipline and debt sustainability.

The outcome of the mission will depend on the assessment of Senegal's economic data, the government's reform commitments and the ability of both sides to agree on realistic targets for public finances and economic policy.
