Volkswagen Aims to Finalize Its Strategic Partnership in India This Year

The Volkswagen Group aims to accelerate its development in the Indian automotive market by partnering with a local player. According to Klaus Zellmer, CEO of Škoda, an alliance could be finalized by the end of 2026 to share risks, enhance the group's industrial capabilities, and improve competitiveness in one of the world's largest automotive markets.

Volkswagen Accelerates Negotiations in India

The German group Volkswagen hopes to reach an agreement with an Indian partner before the end of 2026.

Klaus Zellmer, head of Škoda, confirmed this on Wednesday in Mumbai, providing the most precise indication yet on the timeline for the ongoing discussions by the manufacturer.

Škoda is leading the Volkswagen Group's strategy in India. The German manufacturer has been seeking a local alliance for several months to enable it to scale up in a market where its presence is limited compared to major players.

"Sharing the risk" while accelerating growth is now one of the main objectives of this strategy.

JSW at the Heart of Discussions

Volkswagen is negotiating particularly with JSW Group, a powerful Indian conglomerate involved in several sectors, including steel and automotive.

The discussions focus on creating a joint venture within Volkswagen's Indian operations. JSW has reportedly expressed interest in a majority stake.

However, no definitive conclusion has been announced at this stage.

Choosing a local partner would allow the German group to benefit from a better understanding of the Indian market, its consumers, and its industrial environment while sharing the necessary investments for its expansion.

A Strategic Market for the German Manufacturer

India represents a major opportunity for global automakers.

With a population of over 1.4 billion and a growing middle class, the country serves as an important growth relay for groups looking to offset the slowdown observed in some mature markets.

For Volkswagen, the challenge is to achieve a sufficient scale to compete with manufacturers that have a much longer local presence.

The presence of a local partner could precisely enable the group to accelerate this scaling up.

Škoda at the Center of the Strategy

The Czech manufacturer holds a unique position in this offensive.

Škoda is responsible for coordinating the Volkswagen Group's strategy in India and has already developed several models specifically tailored to the local market's expectations.

The brand notably unveiled in Mumbai a modernized version of the Slavia, its sedan aimed at the Indian market.

This approach reflects the group's desire to develop vehicles that better meet local constraints and preferences rather than simply importing models designed for other markets.

An Alliance to Mitigate Risks

For Volkswagen, the interest in a joint venture goes beyond mere commercial considerations.

Industrial development in such a vast market requires significant investments, while competition is particularly fierce.

A local partner could help distribute costs and risks while facilitating access to Indian industrial and commercial networks.

This strategy also comes in the context of a challenging global environment for Volkswagen, facing tariffs, a slowdown in sales in China, and increasing pressure on its margins.

The Group Also Faces Regulatory Difficulties

The Indian negotiations are taking place alongside another sensitive issue for Volkswagen.

The group is under a tax scrutiny in India concerning approximately 1.4 billion dollars. This procedure adds an additional dimension to the challenges the manufacturer faces in the country.

Nevertheless, an alliance with an Indian player could help strengthen the group's local foothold and consolidate its long-term strategy.

A Decision Expected Before the End of 2026

Klaus Zellmer expressed confidence in the possibility of concluding the agreement this year, although he did not reveal the identity of the partner with whom Volkswagen is officially negotiating.

If discussions with JSW succeed, the partnership could represent a significant step in the group's Indian strategy.

For Volkswagen, the goal is now clear: to transform India into a true growth engine while limiting financial and industrial exposure related to its expansion.

Finalizing an agreement before the end of 2026 would allow the German manufacturer to make an important leap in this strategy and prepare for a new phase of development in the Indian automotive market.
