Tariffs: Trump Gives Canada Three Days to Finalize Trade Agreement

U.S. President Donald Trump announced on the evening of Tuesday, August 18, the temporary suspension of a 50% tariff that was set to hit some Canadian products starting Wednesday, August 19. This decision comes after last-minute negotiations with the government of Canadian Prime Minister Mark Carney. Trump claims that an agreement has been reached, but its finalization is contingent upon the preparation of official documents.

A Three-Day Deadline Extended

Just hours before the new taxes were to take effect, Donald Trump announced on his social media platform Truth Social that he was temporarily suspending the tariffs against Canada. The measure was set to affect approximately $20 billion worth of Canadian goods exported to the United States.

The measure would have impacted several categories of products, including certain construction materials, clothing, cement, alcoholic beverages, and sporting equipment. The suspension now extends the deadline to August 21, giving both governments additional time to turn diplomatic advancements into a formal agreement.

However, this announcement does not mean that the trade dispute is definitively resolved. Available information indicates that the agreement is still subject to the finalization of documents and several technical issues that need to be resolved.

Urgent Negotiations

The U.S. decision comes after several days of particularly intense discussions between Washington and Ottawa. Mark Carney has spoken multiple times with Donald Trump, while trade teams from both countries have held numerous meetings to avoid the implementation of new tariffs.

The negotiations involved U.S. Trade Representative Jamieson Greer, U.S. Secretary of Commerce Howard Lutnick, and Canadian Minister Dominic LeBlanc, who is responsible for trade relations with the United States.

The automotive sector was among the most sensitive topics. Discussions also revolved around market access conditions and rules regarding components used in the North American industry. The automotive sector is particularly strategic for both economies, with their production chains closely integrated.

The Threat of a New Trade Shock

This episode once again illustrates the fragility of trade relations between the two North American neighbors. The United States and Canada are among each other's most important trading partners, with bilateral trade amounting to several hundred billion dollars.

The implementation of additional tariffs would have posed a risk to businesses dependent on cross-border trade, as well as to American consumers. The U.S. Chamber of Commerce had specifically warned about the potential consequences of a tariff increase on supply chains and businesses integrated into the North American market.

For Ottawa, the stakes are also high. A significant portion of Canadian exports is destined for the American market, making any lasting increase in trade barriers particularly sensitive for the industry and exporting companies.

Section 338 at the Heart of the U.S. Strategy

To justify the new tariffs, the Trump administration intended to rely on Section 338 of the Tariff Act of 1930, a rarely used mechanism that allows the U.S. to impose tariffs in certain situations deemed discriminatory against American trade.

This approach fits into Donald Trump's broader trade strategy, which positions tariffs as a central instrument of his economic policy. The use of this provision comes in a particular legal context, following challenges regarding other bases previously used by the U.S. administration to impose tariffs.

Keystone XL Back in Discussions

In his announcement, Donald Trump also mentioned a potential revival of the Keystone XL pipeline project, which was abandoned under President Joe Biden.

The project, intended to transport Canadian oil to the United States, has long been at the center of energy and environmental debates in North America. Its possible reactivation adds an energy dimension to the trade discussions between Washington and Ottawa. However, Trump did not provide a specific timeline or detail the conditions for any potential revival.

A Stay That Does Not Yet Guarantee a Definitive Agreement

The deadline granted by Washington primarily constitutes a negotiation window. Both governments must now finalize the texts and resolve the last disagreements before the new deadline.

Donald Trump's announcement temporarily avoids a new tariff escalation between the two partners. But as long as the final documents are not concluded, the threat of a tariff increase remains.

For Canadian businesses as well as their American partners, the next three days will therefore be decisive. Beyond the political announcement, it is the ability of Washington and Ottawa to transform this temporary compromise into a lasting trade agreement that will determine the outcome of this new tariff crisis.
