Morocco’s drug authority denies official WHO classification

The Moroccan Agency for Medicines and Health Products (AMMPS) clarified reports circulating online that suggested the World Health Organization (WHO) had officially evaluated Morocco’s national drug and vaccine regulatory system.

In a statement released on Tuesday, December 23, the agency emphasized that the WHO’s Global Benchmarking Tool (GBT) evaluation is still in progress and has not yet been finalized. Therefore, any mention of definitive results or official classification is premature and not based on any formal WHO publication.

AMMPS stressed that no final report has been issued or validated by the WHO assigning Morocco a maturity level 3 (ML3) or any other level. The agency noted that information suggesting otherwise is not supported by reliable institutional data and does not reflect the recognized international evaluation process.

The GBT evaluation follows a rigorous methodology, including self-assessment, document analysis, technical consultations, and on-site missions by international experts. Official conclusions are determined only after completing all stages and receiving exclusive validation from the WHO.

Between December 8 and 12, 2025, a team of WHO inspectors visited Morocco, observing significant improvements in the performance of the national regulatory system. However, AMMPS warned that premature dissemination of results could mislead the public and undermine technical and institutional efforts.

The agency reaffirmed its commitment to strengthening Morocco’s regulatory system according to international standards and maintaining a transparent partnership with the WHO. Final results will be officially communicated once the evaluation process is fully completed and validated.
