Germany authorizes 26 military export licenses for Morocco in 2025
Germany authorized 26 individual military export licenses for shipments to Morocco in 2025, with a combined value of €19.27 million, according to figures provided by the German government to the Bundestag and reported by The Objective on October 2.
The authorizations cover a range of defense-related equipment, with detection, identification and target-tracking technologies accounting for a substantial share of the approved value. Components used in surveillance and tracking systems were also included among the authorized exports.
Target detection systems account for a major share
More than half of the total value of the licenses concerned equipment designed to help locate and identify targets, alongside components linked to monitoring and tracking capabilities.
Parts and components intended for armored vehicles represented another significant category, accounting for 30.9% of the total value of the export authorizations granted to German companies for shipments to Morocco.
The figures concern export permissions, rather than confirmed deliveries. An authorization allows an exporter to proceed under the conditions established by German authorities, but does not necessarily mean that the equipment was ultimately shipped.
Authorizations increased during the second half of 2025
German authorities had approved 14 individual export operations to Morocco during the first six months of 2025, with a combined value of €8.47 million.
A further 12 individual licenses were subsequently issued during the second half of the year, bringing the annual total to 26.
The Moroccan file also included nine collective export licenses. Unlike individual authorizations, collective licenses can cover multiple shipments within a defined framework. Such arrangements can be used for recurring requirements, including spare parts and maintenance-related supplies.
Berlin applies regulatory checks to each request
German export decisions are subject to a review process that considers several elements of a proposed transaction. Authorities examine the type of equipment involved, the intended recipient and the stated end use before granting authorization.
The assessment is conducted under German export-control legislation as well as applicable European rules and the international Arms Trade Treaty.
The 2025 figures therefore provide a picture of the scope and value of export permissions granted to German companies for the Moroccan market, while leaving open the question of how many of the authorized transactions ultimately resulted in deliveries.
