Morocco included in international study on cybersecurity and higher education continuity

Cybersecurity is increasingly becoming an educational issue as universities rely more heavily on digital platforms for teaching, assessments, administration and communication. A recent study published in Discover Education has examined how cyber incidents can affect learning continuity across higher education institutions in developing and emerging economies, including Morocco.

The study reviewed 24 peer-reviewed and policy publications covering the period from 2014 to 2025. Its objective was to identify recurring links between cybersecurity incidents and educational disruption, while examining broader issues such as student engagement, institutional resilience and digital equity.

The review found that 12 of the 24 studies, or half of the sample, described cybersecurity incidents as having a high pedagogical impact. In addition, 15 studies, representing 62.5% of the sample, identified effects on teaching presence. Only four studies, however, explicitly examined differences in the impact on students according to their circumstances, highlighting a gap in research on digital equity.

These figures do not represent the number of cyberattacks against universities or the proportion of students whose education was interrupted. Instead, they reflect how frequently particular effects appeared in the body of research analyzed by the authors. The study also does not establish a direct causal relationship between every cybersecurity incident and the interruption of classes or examinations.

Morocco is one of 14 geographical contexts represented in the review. The inclusion of the country provides evidence that Moroccan higher education forms part of a wider international discussion about cybersecurity and digital learning resilience, but it does not provide a national measurement of cyber incidents affecting Moroccan universities.

The growing dependence on digital systems means that disruptions can potentially affect a wide range of university activities, from online learning and examinations to registration, administrative services and academic communication. The consequences can vary considerably depending on the system affected, the duration of an incident and the availability of alternative procedures.

The review also points to the need for stronger institutional preparedness. Cybersecurity resilience in higher education involves more than technical protection, with the authors highlighting the importance of infrastructure, staff capabilities, governance, educational practices and equitable access. The study proposes a conceptual Cybersecurity–Pedagogy Resilience Framework to guide future research in these areas.

For Morocco, assessing the scale of the challenge would require more detailed national data covering the number and type of incidents, affected systems, service interruptions, numbers of users impacted and measures taken by universities to restore services. Such information would help distinguish confirmed cyber incidents from ordinary technical failures.

The study also stresses the importance of maintaining continuity plans as digital transformation accelerates. As universities expand their use of online platforms and emerging technologies, cybersecurity is increasingly linked not only to the protection of information systems but also to the ability of institutions to maintain teaching and learning when disruptions occur.
