Morocco records improvement in government effectiveness indicator between 2020 and 2025
Morocco recorded an improvement in its Government Effectiveness indicator between 2020 and 2025, according to data from the World Bank’s Worldwide Governance Indicators (WGI). The indicator is designed to capture perceptions of the quality of public services, the performance of the civil service, policy formulation and implementation, and the credibility of government commitments.
According to the figures cited for Morocco, the country’s score increased from 51.72 in 2020 to 55.96 in 2025. The change represents a rise of more than four points over the five-year period and provides one international measure of how governance and public-sector performance have been perceived during those years.
The World Bank stresses that the WGI are not direct audits of government performance. They are composite measures based on perception data collected from multiple sources, including household and firm surveys, expert assessments and information from international organisations, research institutions and other specialised bodies. The latest WGI dataset covers more than 200 economies and six broad dimensions of governance.
Government Effectiveness is one of those six dimensions, alongside Voice and Accountability, Political Stability and Absence of Violence, Regulatory Quality, Rule of Law and Control of Corruption. The indicator therefore forms part of a broader framework rather than providing a standalone assessment of a country’s institutions.
The period covered by the latest figures coincides largely with the current phase of Morocco’s government administration, which began in 2021. However, the World Bank indicator does not attribute changes in the score to a particular government or individual policy. Its methodology aggregates perceptions and assessments from different sources and is intended primarily for comparative analysis of governance trends.
Morocco’s governance indicators have been assessed against a backdrop of significant economic and social pressures in recent years. The country has faced elevated energy and commodity prices, inflationary pressures, recurring drought conditions and wider uncertainty in the global economy. These factors have increased demands on public institutions to maintain essential services while implementing economic and social programmes.
The evolution of the Government Effectiveness score can therefore provide one data point for examining the country’s institutional trajectory. It does not, however, measure every aspect of public administration or capture the full impact of individual reforms.
The World Bank also cautions that WGI scores should be interpreted as estimates rather than definitive ratings of government performance. Changes in underlying data sources, availability and public perceptions can affect the results, while perceptions may not immediately reflect institutional reforms or changes in policy implementation.
The latest WGI update extends the dataset through 2025 and recalculates historical estimates to maintain consistency over time. The World Bank says the indicators are intended for research, policy analysis and government reflection rather than as definitive measures for financial or investment decisions.
For Morocco, the rise in the Government Effectiveness indicator between 2020 and 2025 thus offers an international reference point for assessing perceptions of administrative capacity and public-sector performance. Its significance is best considered alongside other economic, social and institutional indicators when evaluating the country’s broader governance landscape.
