A partnership-driven initiative in Morocco is addressing a persistent mismatch between job seekers’ skills and the evolving needs of the healthcare sector. The project, known as Promotion de l’emploi pour le secteur de la santé, or PEPS, aims to strengthen employability among young people through targeted training and direct links to employers. Launched in 2025, the program operates in a context where healthcare demand continues to expand, increasing pressure on workforce readiness.

The initiative is implemented by EFE-Maroc in collaboration with the AKDITAL group, a major private healthcare operator in the country. It is supported by the Partenariat pour l’emploi program, led jointly by the Ministry of Industry and Trade and GIZ Maroc. The project is part of a broader framework backed by the German Federal Ministry for Economic Cooperation and Development through its “Decent Work for a Just Transition” initiative. This structure reflects a coordinated approach involving public institutions, private companies and international partners.

PEPS focuses on delivering technical training tailored to healthcare professions while also strengthening soft skills required by employers. The program targets competencies that align with real hiring needs, combining classroom instruction with practical preparation for workplace integration. Organizers have placed particular emphasis on adaptability, communication and professional behavior, which are increasingly valued alongside technical expertise in clinical environments.

Since its launch, the program has supported 300 young participants, with women representing more than 80 percent of beneficiaries. More than 170 individuals have secured employment within AKDITAL clinics, indicating a high conversion rate from training to hiring. This outcome demonstrates the effectiveness of aligning training content with employer demand and integrating recruitment pathways into program design.

The initiative also highlights the role of public-private partnerships in addressing structural employment challenges. By linking training providers with healthcare operators, the program creates direct channels into the labor market. It responds to the healthcare sector’s growing need for qualified personnel while offering young job seekers concrete career opportunities in a high-demand field.

EFE-Maroc, founded in 2008, has trained nearly 90,000 young people and reports an insertion rate of 83 percent for its employment-focused programs. The organization operates within a wider regional network active across the Middle East and North Africa, supported by international offices in cities including Washington, New York, Madrid and Dubai. Its model emphasizes market-driven training and employer partnerships as key drivers of employment outcomes.

The PEPS program forms part of a wider effort to promote inclusive growth and job creation in Morocco. By combining targeted skills development with direct employer engagement, it contributes to workforce development in a sector critical to public welfare. The approach also aligns with broader economic strategies aimed at improving job quality and expanding opportunities for women in the labor market.
