Morocco’s Governance Model A Long-Term Vision for Sustainable Development

Morocco has established a distinctive governance model founded on a long-term vision, ensuring policy continuity beyond government transitions. This approach, supported by a constitutional framework, emphasizes the integration of public policies at the local level through advanced regionalization. This system facilitates the territorial implementation of projects, enhancing resource allocation efficiency and addressing social and regional inequalities.

A Model for Effective Governance  

During the 13th edition of the international conference "Atlantic Dialogues," held in Rabat, the Moroccan Minister of Equipment and Water, Nizar Baraka, highlighted the effectiveness of Morocco’s governance system. He pointed to initiatives such as the "Water Highway," which successfully transported 1.2 million cubic meters of water, averting severe shortages in densely populated areas like Rabat and Casablanca.  

This integrated model has proven to foster coherence in decision-making, optimize resource utilization, and reduce disparities, setting an example for other nations.  

Leadership and Local Solutions  

Leaders from various countries also contributed their insights on governance and sustainable development. The chairman of Congo Challenge, Matata Ponyo Mapon, emphasized the critical role of leadership in managing natural resources and addressing climate change. He urged nations in the Global South to take charge of their financing and management strategies by developing bold, context-specific solutions.  

He noted that relying solely on international funding is insufficient; internal efforts driven by clear visions and strong leadership are vital. Ponyo Mapon also stressed the importance of financial discipline to ensure the successful implementation of these strategies.  

Bridging the Gap Between Talk and Action  

Masood Ahmed, president emeritus of the Center for Global Development, underscored the persistent gap between global commitments and actual implementation. He argued that international summits must evaluate the progress of previous recommendations before making new ones, urging for data-driven actions to combat climate change and global inequalities effectively.  

Transitioning to Sustainable Energy  

Joaquim Levy, a senior economic strategist, explored the challenges of transitioning from coal to sustainable energy. He highlighted the complexities involved, including the financial and societal impact on coal-dependent economies. Levy proposed offering long-term loans to coal-producing countries to facilitate their shift towards sustainable development pathways, thereby ensuring an inclusive and balanced energy transition.  

Atlantic Dialogues 2024: A Platform for Global Solutions

The 2024 edition of the "Atlantic Dialogues" brought together experts and leaders to address critical economic and geopolitical issues. Key discussions revolved around regional security paradigms, smart infrastructure, cultural diplomacy, and regulating artificial intelligence. These conversations reflect the evolving dynamics of a more integrated Atlantic space and aim to provide actionable solutions to pressing global challenges.
