Morocco–United States: AMTEC Opens a New Chapter in Military Cooperation

Morocco and the United States are expanding their defense partnership through the gradual development of the African Multidomain Training and Experimentation Center (AMTEC), a facility designed to support military training, technology testing and the evaluation of emerging capabilities. A live-fire demonstration held in early August near Tan-Tan highlighted the growing ambitions surrounding the initiative.

The project reflects a broader effort by Rabat and Washington to strengthen military cooperation in response to evolving security challenges across Africa. Particular attention is being given to innovation, operational readiness and the testing of technologies that could improve the ability of partner forces to respond to complex security environments.

Located in the Tan-Tan area in southern Morocco, AMTEC is intended to provide a specialized environment where military personnel and defense-industry representatives can evaluate technologies under conditions that more closely resemble real operational settings. The center is expected to combine experimentation, training and assessment in a multidomain framework.

Between August 3 and 7, Moroccan Royal Armed Forces and U.S. forces took part in an initial live-fire demonstration linked to AMTEC activities. The exercise focused on expanding opportunities to test and assess capabilities, including precision systems designed for longer-range operations. According to U.S. Africa Command, the initiative represents another step in strengthening military cooperation between the two countries.

The demonstration also brought together engineers and technical specialists from the U.S. defense industry. Their involvement underlines the importance placed on collecting operational data and using field-based testing to improve the assessment of military systems and their potential applications.

AMTEC is expected to function as more than a conventional training facility. Its broader objective is to create a testing environment where operational requirements can be connected with technological innovation. Activities associated with the center include work involving communications systems, equipment mobility, environmental data and information relevant to targeting and operational planning.

For U.S. officials, Morocco offers an environment in which emerging technologies can be evaluated under conditions that may be difficult to reproduce at some American testing locations. This geographical and operational dimension gives AMTEC potential importance beyond bilateral cooperation.

For Morocco, the project is also part of a broader ambition to strengthen its position as a regional partner in defense innovation and military training. The center could contribute to the development of new capabilities while improving interoperability between Moroccan, American and other partner forces.

The initiative builds on an already established military relationship between Rabat and Washington, which includes joint exercises, training programs and cooperation aimed at improving coordination between armed forces. The development of AMTEC adds a stronger technological and experimental dimension to that relationship.

One of the central objectives is to shorten the distance between technological development and operational use. Testing equipment in realistic environments can provide military planners and engineers with practical information about performance, limitations and possible improvements before systems are considered for wider deployment.

The participation of defense-industry specialists also gives the project an industrial dimension. Bringing together military users, technical experts and technology companies can help identify operational requirements and encourage the development of solutions adapted to challenging environments.

The growing role of AMTEC therefore reflects a broader shift in Morocco–U.S. defense cooperation toward innovation, experimentation and interoperability. As security challenges across Africa continue to evolve, the center could become an increasingly important platform for military training, technology evaluation and strategic cooperation between Morocco, the United States and other African partners.
