Russia opens regulated markets to major cryptocurrencies
Russia is moving toward a more structured framework for cryptocurrency trading after the Central Bank announced that major digital assets, including Bitcoin, Ethereum and Tether, could be made available for public trading on Russian exchanges.
The move follows the adoption of new legislation governing digital assets in Russia and marks a significant development in the country's approach to cryptocurrencies. Rather than treating digital currencies solely as a restricted financial instrument, the new framework establishes conditions under which certain assets can be traded within regulated markets.
According to the Central Bank, the selection of eligible cryptocurrencies is based on criteria established by law. These include market capitalization, average daily trading volumes and the length of time an asset has had an established price history on foreign trading platforms. For cryptocurrencies to qualify under the proposed framework, this pricing history must extend for at least five years.
The rules would also distinguish between qualified and non-qualified investors. Qualified investors would be allowed to purchase cryptocurrencies available on regulated and unregulated markets without a specific annual volume limit. For non-qualified investors, however, the Central Bank has proposed an annual purchasing limit of 300,000 rubles per intermediary.
Investor protection remains a central element of the proposed system. Before conducting cryptocurrency transactions, all investors would be required to complete a risk assessment and familiarize themselves with the potential risks associated with digital assets.
The Central Bank has opened a public consultation on the draft regulations, allowing interested parties to submit comments and proposals until August 24. The final rules are expected to be adopted after the consultation process has been completed.
The regulatory shift comes after Russian President Vladimir Putin signed legislation on August 4 establishing a legal framework for cryptocurrency trading in the country. The measure represents a further step toward integrating digital assets into Russia's broader financial system while maintaining regulatory controls.
The decision could also create new opportunities for Russia's financial institutions and investors, although cryptocurrencies remain highly volatile assets. By introducing eligibility requirements and investor safeguards, Russian authorities appear to be seeking a balance between developing the digital-asset market and limiting potential financial risks.
The inclusion of Bitcoin, Ethereum and Tether in the proposed framework therefore represents an important change in Russia's cryptocurrency policy. The coming months will show how the new regulations affect trading volumes, investor participation and the development of the country's digital financial market.
