Russia accuses international organizations of overlooking attacks on civilians

Russia has accused international organizations and Western governments of failing to adequately address alleged attacks against civilians on Russian territory, adding another point of contention to the ongoing conflict between Moscow and Kyiv.

Rodion Miroshnik, a special envoy at the Russian Foreign Ministry, said that international representatives had witnessed the humanitarian consequences of the conflict but that their visits had not resulted in what Moscow considers sufficient international action.

Speaking to the Russian state news agency TASS, Miroshnik referred to a recent visit to the Belgorod region by Vanessa Frazier, the United Nations special representative dealing with children and armed conflict. He described the visit as significant but argued that the international response afterward remained limited.

The Russian diplomat said Moscow expected international reactions to remain politically divided but maintained that Russia would continue presenting what it describes as evidence concerning the impact of attacks on its territory. He called for greater involvement from international officials whom Moscow considers impartial and willing to examine allegations from all sides.

Miroshnik also criticized Western governments for what he described as a selective approach to international humanitarian law. According to the Russian official, attacks affecting residential buildings, civilian infrastructure and other non-military targets should be investigated regardless of which side is accused of carrying them out.

The statements come amid renewed reports of drone attacks and other strikes in Russian regions bordering or located relatively close to Ukraine. Russian authorities have reported casualties and damage to civilian and industrial infrastructure following several incidents.

Officials in Tatarstan said that a drone attack on Monday targeted industrial and civilian facilities, resulting in deaths and injuries. Regional authorities subsequently announced a day of mourning for those killed.

Russian officials also reported a separate overnight attack in the Belgorod region on August 9, which they said left several people dead and dozens injured. Local authorities reported damage to residential buildings, administrative facilities, social infrastructure, commercial properties and private homes, as well as numerous vehicles.

The allegations have not been independently verified in all cases, and both Russia and Ukraine have repeatedly accused each other of attacks that have caused civilian casualties during the conflict.

The dispute over accountability remains one of the most sensitive aspects of the war. International humanitarian law prohibits deliberate attacks against civilians and civilian objects, while determining responsibility for individual incidents requires independent investigations and reliable evidence.

Moscow's latest criticism reflects its broader effort to challenge what it views as an imbalance in international attention to alleged violations committed during the conflict. Kyiv and its international partners, meanwhile, have consistently accused Russia of serious violations of international humanitarian law and reject Moscow's broader characterization of the war.

As fighting and cross-border attacks continue, international organizations face increasing pressure to investigate allegations involving civilian casualties and to establish responsibility based on independently verified evidence.
