Morocco and Guinea-Bissau Forge Stronger Bilateral Relations with Comprehensive Agreements

Morocco and Guinea-Bissau have taken a significant step towards fortifying their bilateral ties during a high-level meeting held in Laayoune this week.

The talks, spearheaded by Moroccan Foreign Minister Nasser Bourita and his Bissau-Guinean counterpart Carlos Pinto Pereira, culminated in the signing of several cooperation agreements aimed at enhancing collaboration across various sectors.

Emphasis on Economic Growth and Trade Facilitation

Economic development and trade facilitation were highlighted as key priorities during the meeting. The two ministers inked a series of agreements designed to simplify trade procedures and unlock new avenues for investment and cooperation.

These agreements encompass frameworks for mutual administrative assistance in customs matters, cooperation in road transport of passengers and goods, and the mutual recognition of driver's licenses.

Additionally, the parties signed agreements focused on cooperation in agriculture, water resource management, and commercial activities.

Recognizing the importance of a dynamic economic relationship, both sides announced plans to host a business forum soon to connect Moroccan businesses with potential investment opportunities in Guinea-Bissau.

The establishment of a joint Morocco-Guinea-Bissau Business Council is anticipated to serve as a platform for facilitating trade between the two countries.

The talks also underscored the strategic significance of the Bissau-Guinean consulate in Dakhla, Morocco. Opened in 2020, the consulate solidified Guinea-Bissau’s support for Morocco's stance on the Sahara.

The ministers discussed leveraging Dakhla’s location as a potential hub for regional economic integration.

## Enhancing Cooperation in Education, Youth Development, and Regional Issues

Beyond economic considerations, the meeting emphasized the importance of educational exchange and youth development. The ministers signed a framework agreement to promote academic exchange programs and professional training opportunities.

This initiative underscores a commitment to fostering cultural understanding and building a stronger foundation for future collaboration between Morocco and Guinea-Bissau.

The discussions also addressed pressing regional and international issues, with both ministers reaffirming their commitment to peaceful conflict resolution in Africa.

Guinea-Bissau praised Morocco’s “Royal Initiative for the Sahel,” which aims to bolster regional integration by providing landlocked Sahel countries with improved access to the Atlantic Ocean.

This initiative aligns with Guinea-Bissau’s vision for a more interconnected and prosperous West Africa.

Reaffirmation of Support for Territorial Integrity

The meeting provided an opportunity for Guinea-Bissau to reaffirm its steadfast support for Morocco’s territorial integrity over the Sahara region. Pereira lauded the Moroccan Autonomy Initiative as a credible solution to the dispute.

He further emphasized the strategic importance of Morocco's southern provinces, advocating for leveraging their experience for continental development.

The issue of Sahara remains a complex and unresolved matter. The Algerian-backed Polisario Front, which seeks independence for Sahara, has long been at odds with Morocco over the territory's status.

A New Era in Morocco-Guinea-Bissau Relations

The high-level meeting in Laayoune marks the beginning of a new era in Morocco-Guinea-Bissau relations. With a focus on economic cooperation, educational exchange, and regional collaboration, this strengthened partnership promises a more prosperous and integrated future for both nations.

The agreements signed during the meeting provide a comprehensive framework for collaboration in critical areas, while the commitment to peaceful conflict resolution and regional integration reflects a shared vision for a more stable and prosperous West Africa.

The future success of this partnership will hinge on the effective implementation of the agreements and continued high-level engagement between the two countries.
