Strategic legislative session concludes at Morocco’s House of Councillors

The Moroccan House of Councillors officially concluded its second session of the 2024–2025 legislative year on Tuesday, marking a period of intense parliamentary activity. In a plenary session, President Mohamed Ould Errachid praised the chamber’s achievements in lawmaking, oversight, international diplomacy, and institutional cooperation.

Ould Errachid highlighted the strategic nature of this session, noting that it coincides with preparations for the 26th anniversary of King HM  Mohammed VI’s accession to the throne, a moment symbolizing the unity between the monarchy and the Moroccan people. The session took place in a complex global and domestic context, requiring coordinated national responses.

Major legislative progress

During the session, the Council approved key structural laws in areas such as civil and criminal procedure, justice, healthcare, social protection, and the preservation of national heritage. These reforms support Morocco’s broader socioeconomic transformation.

The chamber also maintained a vigorous oversight role, holding 13 oral question sessions covering 27 ministries. It also hosted two special sessions with the head of government, focused on social protection and investment policy. Out of 1,256 oral questions submitted, 301 were addressed, and 726 out of 1,170 written questions received responses.

Dynamic parliamentary diplomacy

On the international front, the House strengthened Morocco’s parliamentary diplomacy, notably through a high-level forum in Laâyoune with CEMAC countries, reaffirming Morocco’s leadership in South-South cooperation and its sovereignty over the Sahara.

Additionally, national forums held in Rabat and Laâyoune gathered experts and traditional leaders to discuss the legitimacy of Morocco’s Autonomy Plan for the Sahara, reflecting ongoing support for the Kingdom’s territorial integrity.

Inter-institutional collaboration and civic engagement

The Council deepened ties with national institutions such as the Court of Auditors and the Economic and Social Council. It also promoted civic initiatives, including a regional forum in Marrakech-Safi, participation in the 30th International Book Fair, and the Parliamentary Journalism and Research Awards, co-hosted with the House of Representatives.

Ould Errachid closed the session by thanking all members and staff for their commitment and reaffirmed the Council’s determination to support Morocco’s democratic development under the leadership of HM King Mohammed VI.
