Bourita clarifies Morocco’s position on self-determination and Sahara autonomy

Madrid, December 5, 2025 – In the context of renewed strategic ties between Morocco and Spain, Foreign Minister Nasser Bourita provided a detailed explanation of Morocco’s stance on the sensitive issue of the Sahara and the concept of self-determination. Speaking to the Spanish news agency EFE on December 4, Bourita emphasized that “nowhere is self-determination equated with a referendum,” defending Morocco’s vision of a political solution based on autonomy.

Bourita highlighted that the latest UN Security Council resolution 2797 clarified the parameters for negotiations, confirming Morocco’s 2007 autonomy plan as the foundation for a fair, lasting, and mutually acceptable solution. He stressed that negotiations would involve Morocco, Algeria, Mauritania, and the Polisario Front, with the United States playing a facilitating role.

Regarding the expression of the population’s will, Bourita noted that self-determination is about allowing parties to express their intentions, not necessarily through a referendum. He described the plan as a legally sound framework consistent with international law and supported by major countries including Spain, France, the United States, and the United Kingdom.

Bourita also addressed the management of airspace over the Sahara, emphasizing that Morocco retains ultimate responsibility for security, while highlighting the importance of bilateral solutions that respect both Moroccan rights and Spanish interests. The minister concluded that Morocco and Spain are capable of finding innovative solutions that serve mutual interests in a spirit of trust and partnership.
