Morocco Unveils Comprehensive Reform Package for Prison Staff Management

Morocco has introduced significant changes to its prison staff management system, implementing reforms aimed at enhancing working conditions and compensation packages, according to an announcement made Thursday by the General Delegation for Prison Administration and Reintegration (DGAPR).

The Government Council has approved a new status framework that positions prison administration personnel alongside other military and paramilitary departments, marking a substantial shift in how correctional staff are recognized and compensated. The reforms encompass improved financial benefits, clearer promotion pathways, and enhanced security measures.

"This status seeks to motivate sector personnel to carry out their professional duties and responsibilities with the required efficiency," a DGAPR spokesperson explained. The new system emphasizes merit-based advancement, focusing on performance and professional competence as key criteria for career progression.

In a notable expansion of workforce diversity, the reforms open paths for doctors and engineers to join the prison system. Additionally, the changes facilitate the return of experienced personnel from other government departments to prison administration roles.

The DGAPR is also modernizing its recruitment, training, and personnel management practices to streamline operations. These adjustments specifically address the challenges inherent in correctional facility work environments.

The timing of these reforms follows recent controversies, including allegations of misconduct at Toulal 2 prison in Meknes last May. While the DGAPR firmly rejected these claims as "pure slanders" and stated that an investigation found no supporting evidence, the incident highlighted the need for robust institutional support systems.

Regarding inmate work programs, the DGAPR confirmed that participant selection is based on behavioral criteria, with continuous supervision in place to maintain security standards.

Through these comprehensive reforms, the DGAPR aims to create a more supportive environment for its workforce while strengthening the overall security and efficiency of Morocco's prison system. The changes represent a significant step toward professionalizing the corrections sector and aligning it with modern administrative standards.
