Morocco launches Noor Atlas solar program with 305 MW capacity

Morocco is advancing its renewable energy strategy with the launch of the Noor Atlas solar program, a major photovoltaic initiative developed jointly by Moroccan Agency for Sustainable Energy (Masen) and National Office of Electricity and Drinking Water (ONEE).

The two institutions announced the signing of power purchase agreements and the start of construction for several solar power plants across the country. The project is designed to strengthen the supply of renewable electricity while supporting Morocco’s long-term energy transition goals.

The Noor Atlas program includes six photovoltaic plants located in different regions. The sites are planned in Aïn Béni Mathar in the province of Jerada, Boudnib in the province of Errachidia, Bouanane in the province of Figuig, Enjil in the province of Boulemane, Tata in the province of Tata and Tan-Tan in the province of Tan-Tan.

Once completed, the combined installed capacity of the facilities will reach approximately 305 megawatts. Masen will oversee the development, financing, construction and operation of the installations under an engineering, procurement and construction model.

The project relies on diversified financing. According to the announcement, concessional loans will be provided by KfW and the European Investment Bank, while additional commercial funding will come from Bank of Africa.

Construction work will involve consortiums bringing together Moroccan and European companies. Officials say the approach aims to encourage knowledge transfer, support the development of Morocco’s industrial ecosystem and create local employment opportunities.

The solar plants are expected to begin operations in July 2027. Once operational, the Noor Atlas facilities will help expand the share of renewable electricity in the national grid, improve regional energy supply and contribute to reducing greenhouse gas emissions.

The initiative forms part of Morocco’s broader strategy to accelerate sustainable development and diversify its energy mix. Through the Noor Atlas program, Masen and ONEE aim to reinforce solar energy as a key pillar of the country’s future industrial and environmental ambitions.
