Addressing Butane Gas Subsidies: Morocco's Pragmatic Approach

In a move aimed at realigning the nation's energy subsidies, Fouzi Lekjaa, Morocco's Minister Delegate in charge of the budget, has clarified the government's stance on the recent price increase for butane gas cylinders. Speaking with a pragmatic tone, Lekjaa emphasized that the adjustment does not signify a complete liberalization of the market, but rather a strategic shift in how subsidies are allocated.

Lekjaa's remarks came in defense of the government's reforms, particularly the decision to raise the price of 12-kilogram gas cylinders by MAD 10, a move that has garnered public attention. However, he was quick to allay concerns, asserting that the state remains committed to supporting the butane gas market.

Shedding light on the rationale behind the reforms, Lekjaa revealed that between 2015 and 2023, Morocco allocated a staggering MAD 111 billion to gas subsidies. Remarkably, only 2.5 billion dirhams annually, or a mere 14% of this substantial sum, directly benefited underprivileged citizens. In contrast, the affluent population reaped the rewards of a substantial 27% of the subsidy budget.

Lekjaa underscored the government's determination to redirect resources towards more targeted and impactful initiatives. He stressed that the decision to increase gas cylinder prices does not equate to market liberalization. Instead, the goal is to provide direct support to vulnerable populations through social benefits, an approach deemed more effective in bolstering their purchasing power than maintaining indiscriminate gas subsidies.

Highlighting the government's commitment to social welfare, Lekjaa revealed that 3.6 million individuals in need will receive 25 billion dirhams this year, with this figure set to rise to MAD 29 billion by 2026. This targeted approach aims to ensure that resources are channeled towards those who truly require assistance, fostering a more equitable distribution of support.

The Ministry of Economy's announcement last Sunday, detailing the price increase for 12-kilogram gas cylinders from MAD 40 to MAD 50, and a corresponding increase of MAD 2.5 for 3-kilogram cylinders, underscored the government's resolve to implement a partial reduction in butane cylinder subsidies for 2024. This measure, which took effect on May 20, is part of a broader strategy to optimize resource allocation and prioritize direct social assistance programs.

As Morocco navigates the complexities of energy subsidies and social welfare, the government's approach appears to strike a balance between fiscal responsibility and compassion for the nation's most vulnerable citizens. By realigning subsidies and channeling resources towards targeted assistance programs, Morocco aims to foster a more equitable distribution of support, ensuring that those in need receive the aid they deserve.
