France studies risks of extending current budget amid political uncertainty
The French government has asked the Inspection Générale des Finances to evaluate the economic consequences of extending the current national budget into 2027 if Parliament fails to approve a new finance law on time.
According to officials from French Ministry of Economy and Finance, the study will analyze the potential effects of relying on a temporary “special law” that would allow the state to continue operating using the previous year’s budget framework. The report is expected to be delivered in June.
The request comes as authorities anticipate the possibility of political gridlock ahead of the 2027 presidential election. France’s fragmented parliamentary landscape has raised concerns that budget negotiations could become increasingly difficult in the months leading up to the vote.
Under French constitutional procedures, a special law can be used if Parliament does not adopt a new budget before the end of the year. This mechanism allows the government to continue collecting taxes and funding essential public services while awaiting approval of a full finance bill.
However, economists and government officials warn that a prolonged absence of a new budget could create uncertainty for financial markets, public institutions, businesses, and investors. Concerns include the impact on public deficit targets, state spending policies, and long-term economic planning.
Public Accounts Minister David Amiel recently warned against what he described as a growing political temptation to delay budget decisions during the presidential campaign period. He argued that failing to adopt a proper budget could weaken economic confidence and place additional pressure on public finances.
The upcoming report from the financial inspection body is expected to provide detailed economic scenarios and assess both macroeconomic and microeconomic consequences linked to a prolonged budget extension.
