North Korea modernizes Yongbyon nuclear complex amid weapons program expansion
Satellite imagery indicates that North Korea’s Yongbyon nuclear complex has undergone extensive modernization and expansion throughout 2025, according to a report by 38 North, a US-based monitoring organization. The upgrades appear aimed at boosting plutonium and uranium production for the country’s weapons program.
The site, including the radiochemical laboratory and suspected uranium enrichment facilities, has seen significant construction activity this year. Two new support buildings in the eastern section of the complex are completed, with concrete paving added, while six potential heat exchangers were installed along the southeast side of the main building to regulate temperatures for centrifuges.
“The ongoing enhancements suggest that interior work at the main building is still in progress,” the report notes. Continuous operation of the 5 MW reactor and preoperational testing of an experimental light-water reactor reflect North Korea’s commitment to increasing its nuclear capabilities.
During inspections, leader Kim Jong Un emphasized achieving “epochal successes in producing weapons-grade nuclear material and strengthening the country’s nuclear shield,” aligning with the observed activity at Yongbyon.
