Volkswagen expands China autonomous driving alliance with Horizon Robotics

Volkswagen is strengthening its autonomous driving strategy in China by expanding the collaboration between its local automated driving unit, CARIZON, and Chinese technology company Horizon Robotics. The enhanced partnership is designed to accelerate the development of next-generation artificial intelligence systems for intelligent vehicles in one of the world's most competitive automotive markets.

The German automaker announced that the new agreement will give CARIZON broader access to Horizon Robotics' AI foundation model, allowing Volkswagen's engineering teams to develop proprietary autonomous driving technologies more rapidly while adapting them to the specific demands of the Chinese market.

A key milestone outlined by the companies is the planned introduction of Level 3 autonomous driving capabilities during the second half of 2027. At this automation level, drivers can temporarily take their eyes off the road under defined operating conditions, although they must remain ready to resume control when requested by the vehicle.

Beyond Level 3 systems, the partnership also lays the groundwork for more advanced Level 4 autonomous driving technologies. These systems are expected to support future robotaxi applications capable of operating without human intervention within designated environments and operational limits.

The expanded cooperation reflects Volkswagen's broader strategy of relying on local technological partnerships to strengthen its competitiveness in China, where domestic manufacturers and technology firms have become major innovators in intelligent mobility and AI-powered vehicles.

For Horizon Robotics, the agreement reinforces its growing role as a supplier of artificial intelligence platforms for the automotive industry. Its AI foundation model is intended to help accelerate software development while enabling automakers to build customized autonomous driving solutions on a scalable architecture.

China remains one of the fastest-moving markets for autonomous vehicle technologies, supported by government initiatives, expanding smart-city infrastructure and intense competition among domestic and international manufacturers. As a result, global automakers are increasingly investing in local partnerships to shorten development cycles and deliver advanced driver-assistance features more quickly.

The strengthened alliance between Volkswagen and Horizon Robotics signals the industry's continued shift toward software-defined vehicles, where artificial intelligence and high-performance computing are becoming central to future mobility and automated transportation.
