Morocco sets unified electricity distribution tariff to boost energy reforms

Morocco’s National Electricity Regulatory Authority (ANRE) has introduced a unified Medium Voltage Distribution Network Usage Tariff (TURD) for the first time, marking a significant milestone in the regulation of the country’s electricity sector. The new tariff, set at 5.92 centimes per kilowatt-hour, will be effective from March 1, 2025, to February 28, 2027.

In an effort to adapt to changing economic conditions, ANRE has announced plans to adjust the rate after one year to account for inflation and other financial factors. This decision to establish a single national tariff aims to simplify pricing structures, particularly as Morocco advances its efforts to create Regional Multi-Service Companies (SRMs).

The two-year tariff period aligns with the timeline for reassessing the national electricity transmission network tariff, which is set to expire in early 2027. ANRE emphasized that the new framework is designed to provide greater clarity for investors while supporting Morocco’s transition to a low-carbon economy. With the implementation of a carbon tax in early 2026, the tariff is positioned as a key step in fostering sustainable energy practices.

The formulation of the tariff was preceded by extensive consultations with industry stakeholders and feedback gathered from the public via ANRE’s website. The authority highlighted its commitment to transparency in structuring the tariff, ensuring fair contributions from all consumers toward network costs. Additionally, the measure aims to enhance stability for businesses and households while improving the overall efficiency of the electricity network's operations.

The TURD is part of Morocco's broader regulatory framework aimed at ensuring fair and non-discriminatory access to electricity networks. This initiative reflects the country’s efforts to modernize its energy infrastructure and create a more equitable energy landscape.

In addition to the TURD, ANRE announced adjustments to other key tariffs. The National Electricity Transmission Network Usage Tariff (TURT) will be set at 6.68 centimes per kilowatt-hour from March 1, 2025, while the System Services Compensation (TSS) will be fixed at 6.64 centimes per kilowatt-hour for the same period. These measures collectively aim to balance the costs of network usage, promote transparency, and support Morocco’s broader energy transition goals.
