Masen and World Bank train African experts to advance renewable energy projects
Morocco has partnered with the World Bank to launch a groundbreaking training program aimed at equipping African experts with the tools to manage competitive renewable energy projects. Hosted by the Moroccan Agency for Sustainable Energy (Masen) in collaboration with key international organizations, the initiative underscores Morocco’s leadership in sustainable energy and South-South cooperation.
The program, titled “Competitive Tenders for Renewable Energy Projects,” is the first Francophone cohort of its kind and brings together 70 senior officials from 17 African countries. It aims to enhance institutional capacities to design, implement, and oversee transparent and bankable renewable energy tenders.
Strengthening Africa’s energy markets
The training program adopts a hands-on approach, offering public institutions practical tools to attract investments, manage risks, and secure reliable contracts. Participants will engage in interactive modules, African-focused case studies, and field visits to iconic Moroccan energy sites, including the Noor Ouarzazate solar complex and the Nassim Koundia Al Baida wind farm.
The initiative, running from October 2025 to June 2026, combines virtual mentorship with two in-person workshops in Morocco, one at the launch in Rabat and the other at the closing session in Ouarzazate. This structure fosters collaboration and aims to develop national energy roadmaps while building a regional network of Francophone renewable energy professionals.
By promoting modern energy governance, the program seeks to empower African institutions to lead the continent’s energy transition effectively. Masen emphasizes that the initiative prioritizes results-driven solutions and positions African actors at the center of implementation strategies.
Morocco’s leadership in South-South collaboration
The program reflects international confidence in Morocco’s renewable energy expertise and its commitment to inclusive development. Alongside Masen and the World Bank, the initiative is supported by the African Development Bank (Desert to Power), GIZ GET.Transform, the French Development Agency (AFD), and the International Renewable Energy Agency (IRENA).
Moroccan institutions such as the Ministry of Energy Transition and Sustainable Development, the Moroccan Agency for International Cooperation (AMCI), the National Electricity Regulatory Authority (ANRE), and the National Office of Electricity and Drinking Water (ONEE) also play a key role. Their involvement highlights the synergy between national initiatives and regional efforts to accelerate Africa’s energy transition.

This training initiative underscores Morocco’s commitment to fostering knowledge sharing and capacity building across Africa. By focusing on renewable energy, Morocco strengthens its position as a leader in South-South cooperation, offering innovative solutions to pressing energy challenges.
Through this program, Masen and its partners aim to build a resilient framework for Africa’s energy markets, ensuring a sustainable, inclusive, and forward-looking energy transition for the continent.
