Burkina Faso explores nuclear energy with focus on legal foundations

As energy demand continues to rise across Africa, Burkina Faso is considering nuclear energy as a potential long-term solution. However, experts emphasize that before any infrastructure is developed, a solid legal framework must be established to regulate the sector and ensure safety.

This issue was at the center of discussions held in Ouagadougou, where legal specialists and energy experts gathered at the initiative of the Agence burkinabè de l’énergie atomique (ABEA) and the Société africaine de droit nucléaire. The meeting aimed to examine the legal and institutional requirements needed to govern nuclear activities in the country.

Nuclear energy is often seen as a promising option for addressing electricity shortages and supporting economic development. However, it requires strict regulatory oversight to manage risks, protect populations, and preserve the environment. Experts stress that without comprehensive legislation, any move toward nuclear power would be premature.

According to recent analyses by the International Atomic Energy Agency (IAEA), several African countries are exploring nuclear energy, though at different stages of development. Among them, South Africa remains the only nation on the continent with an operational nuclear power plant, the Koeberg facility.

For Burkina Faso, the challenge lies not only in developing infrastructure but also in building institutional capacity and technical expertise. Establishing clear legal frameworks is considered a key step toward ensuring transparency, safety, and international compliance.

Officials highlighted that nuclear governance must address multiple dimensions, including safety standards, waste management, emergency preparedness, and regulatory oversight. These elements are essential to gain public trust and to meet global norms.

As the country moves forward in exploring alternative energy sources, the emphasis on legal preparedness reflects a cautious and strategic approach. By prioritizing regulation before construction, Burkina Faso aims to lay the groundwork for a responsible and sustainable nuclear energy program.
