Amnesty accuses U.S. of using AI to target pro-Palestinian migrants and students

Amnesty International has accused the U.S. government of violating human rights by using artificial intelligence tools to monitor migrants and foreign students who support the Palestinian cause. The organization denounces a growing use of intrusive technologies amid widespread protests against Israeli airstrikes in Gaza.

In a statement released late Wednesday, Erika Guevara-Rosas, Amnesty’s Director of Research, expressed deep concern over what she described as the U.S. administration’s “deployment of intrusive, AI-assisted technologies” as part of a broader crackdown on migration and political expression.

According to Amnesty, AI-driven platforms developed by private companies like Babel Street and Palantir are being used to conduct constant, large-scale monitoring of foreign nationals. The tools — Babel X and Immigration OS — are capable of scanning vast amounts of online content, including social media, in real time. Amnesty claims these systems are being used to identify and track foreign students, refugees and asylum seekers “on an unprecedented scale,” leading to “unlawful detentions and mass deportations.”

The NGO warns that these technologies operate in a “fallible and opaque” manner, and that probabilistic algorithms risk misclassifying pro-Palestinian content as antisemitic or extremist.

Since returning to the White House in January, President Donald Trump has intensified scrutiny on U.S. universities, accusing them of tolerating pro-Palestinian activism. His administration has suspended research grants, arrested protesters, ordered visa reviews for international students and even suggested banning Harvard from admitting foreign students.

Fear is now spreading among international students, some of whom have told AFP they are hesitant to express opinions online or even to study in the United States.

Amnesty further criticized the role of Palantir’s Immigration OS in supporting U.S. Immigration and Customs Enforcement (ICE), arguing that it automates decisions in an already flawed process. In June, ICE detention figures hit a record high, with over 60,000 undocumented migrants held nationwide.
