The contest in Hawaii's Honolulu-based congressional district pits Democratic Representative Ed Case, 73, against state Senator Jarrett Keohokalole, 43, in a primary that reflects the broader ideological debate reshaping the Democratic Party ahead of the 2026 midterm elections.

The district is considered reliably Democratic, meaning the primary winner is expected to be heavily favored in November.

Case campaigns on experience and federal funding

Case has represented the district since 2019, after previously serving in the House from 2002 to 2007.

Hawaii's unusual primary electorate

The contest also differs from many Democratic primaries because Hawaii permits independent and Republican voters to participate in primary contests.

That could broaden the electorate beyond the Democratic base and potentially benefit Case, who may have stronger appeal among voters who favor a more moderate political approach.

The structure of Hawaii's primary system could therefore make the race less predictable than a conventional Democratic contest dominated exclusively by party voters.
