French farmers demand multi-billion-euro aid package as drought crisis deepens

France's agricultural sector is calling for an unprecedented government response as severe drought and repeated heatwaves put mounting pressure on farms across the country.

Arnaud Rousseau, president of the FNSEA, France's largest agricultural union, has urged the government to commit several billion euros to support farmers facing significant losses caused by extreme weather.

Speaking on Saturday, Rousseau described the current drought as a “genuine catastrophe” and argued that the scale of the damage requires an exceptional response from the state.

FNSEA calls for emergency support

Rousseau said farmers needed substantial financial assistance to withstand the consequences of the current weather conditions. He called for a support package worth several billion euros, arguing that the losses affecting agricultural businesses go far beyond the level that existing mechanisms can absorb.

The FNSEA president's demand comes as farmers contend with prolonged water shortages and successive episodes of extreme heat. The conditions have affected agricultural production and placed additional pressure on farm finances.

Rousseau is now waiting for the government to determine the precise scale of its proposed response.

Government prepares drought and heatwave plan

The French government announced on August 5 that it was preparing a national support plan covering heatwaves, drought and wildfires.

The proposed measures are intended to help farms manage immediate financial difficulties. Among the options under consideration are emergency assistance for farm cash flow, possible government support for social-security contributions and temporary exemptions or administrative simplifications.

However, the government has not yet disclosed the overall budget allocated to the programme or provided a detailed breakdown of the measures that will ultimately be implemented.

That uncertainty has left the agricultural sector waiting for concrete commitments.

National drought task force activated

The Agriculture Ministry has also established a national “Drought” task force to coordinate the response of government services.

The mechanism is designed to bring together the relevant state authorities and organize assistance as conditions deteriorate in affected agricultural areas.

For the FNSEA, however, coordination alone will not be enough. Rousseau is calling for a response proportionate to the economic consequences confronting farmers and has stressed the need for an intervention on an unprecedented scale.

Farmers face mounting climate pressure

The latest crisis highlights the growing vulnerability of French agriculture to increasingly severe weather events.

Drought, extreme heat and wildfires can simultaneously disrupt production, increase operating costs and weaken farm cash flow. For many producers, the consequences extend beyond a single harvest and can affect the financial stability of their businesses.

The government must now determine how much funding will be required and which forms of assistance can be deployed most rapidly.

For Rousseau and the FNSEA, the size of that package will be the key test of whether the state's response matches the severity of the crisis confronting French farmers.
