Advancing Regionalization in Morocco: A Blueprint for Growth and Inclusion

The second edition of the National Conference on Advanced Regionalization opened in Tangier, focusing on the theme: "Advanced Regionalization: Addressing Today’s and Tomorrow’s Challenges." This pivotal event underscores Morocco’s commitment to decentralization and highlights regional development as a cornerstone of the nation's new growth model.

A Strategic Reform for Inclusion

In her opening speech, Mbarka Bouaida, President of the Moroccan Association of Regions (ARM) and the Guelmim-Oued Noun Regional Council, emphasized the transformative role of advanced regionalization in shaping an inclusive and equitable Morocco. She described the reform as a central pillar for modernizing the country’s development strategy. Bouaida also praised the collaboration between the Ministry of the Interior and the ARM in organizing this landmark event.

This year’s conference builds on the momentum of the inaugural session held in Agadir in 2019. Reflecting on the progress made over the past five years, Bouaida presented a positive assessment while addressing the challenges that persist. She underscored the urgency of implementing constitutional provisions and the organic law governing regional authorities to accelerate reforms.

Ambitious Investments and Governance Transformation

An ambitious roadmap was unveiled at the conference, featuring a substantial investment of 244 billion dirhams for 2022-2027 to support regional programs. Notably, over 80% of this funding is allocated to local industrial development, reflecting the government’s commitment to boosting regional economies. Bouaida highlighted the necessity of modernized territorial governance, centered on increased local autonomy and inclusive dialogue.

“We must transform our approaches to territorial management to effectively meet citizens' aspirations,” Bouaida asserted, emphasizing the importance of innovation and inclusivity in governance structures.

Overcoming Challenges

While significant progress has been made, key challenges remain. These include clarifying regional competencies and improving coordination among stakeholders. Bouaida called on participants to maintain their dedication to addressing these issues while leveraging the achievements of recent years. She advocated for a collaborative approach that integrates public institutions, economic actors, civil society, and academic experts to maximize the potential of advanced regionalization.

This conference represents a milestone in Morocco’s decentralization journey, reaffirming the nation’s ambition to place citizens at the center of development efforts.
