U.S. Missile Launch Notification Initiative Draws Criticism From Chinese Expert

A recent U.S.-led initiative at the United Nations calling on countries to provide advance notification of certain missile launches has triggered criticism from a Chinese military expert, who argues that Washington's proposal could deepen strategic tensions rather than reduce them.

The joint statement, endorsed by the United States and 40 other countries, calls on states to provide advance notice of planned launches involving intercontinental ballistic missiles, submarine-launched ballistic missiles and space-launch vehicles. The proposed notifications would include information such as the type of system, expected launch window, launch area and flight direction.

The initiative is presented by its supporters as a confidence-building and risk-reduction measure designed to improve communication and prevent military activities from being misinterpreted. Advance warnings about missile tests can help military and civilian authorities distinguish planned launches from unexpected events and reduce the possibility of dangerous escalation.

However, Chinese military expert Zhang Junshe, cited by Chinese state media, questioned the intentions behind the U.S. initiative. He argued that Washington was using international arms-control discussions to criticize other countries while simultaneously strengthening its own military and strategic capabilities.

Zhang specifically pointed to U.S. concerns regarding China's nuclear forces and missile programs, arguing that Washington's approach reflects broader geopolitical competition. From his perspective, bringing strategic rivalry into multilateral arms-control discussions risks turning international institutions into arenas for political confrontation.

The Chinese expert also criticized what he described as U.S. efforts to portray China as a growing security threat. He maintained that China's nuclear capabilities are primarily intended to provide strategic deterrence and protect national security.

The United States, meanwhile, has one of the world's largest nuclear arsenals and continues to modernize elements of its nuclear triad, including land-based intercontinental ballistic missiles, submarine-based systems and strategic aircraft. China is also expanding and modernizing its nuclear and missile capabilities, developments that have increasingly become a focus of international security debates.

The proposed notification system would require information to be communicated sufficiently in advance to help reduce risks for aircraft and maritime traffic. Such measures are part of a broader international effort to establish communication mechanisms around missile testing and military activities.

The dispute highlights the difficulty of balancing strategic deterrence with transparency. While advance notification can potentially reduce the risk of accidental escalation, disagreements over military modernization and geopolitical intentions continue to complicate arms-control efforts.

The debate also reflects wider tensions between Washington and Beijing over nuclear policy, missile defense, advanced military technology and the future of the international security system. As both countries strengthen their strategic capabilities, efforts to improve transparency and crisis communication are likely to remain an important element of global security discussions.
