UN chief calls for global AI rules as technology outpaces regulation
The United Nations has renewed its call for coordinated international oversight of artificial intelligence, warning that the rapid evolution of the technology is outstripping the ability of governments and institutions to regulate its impact.
Speaking at the first government-level global dialogue on artificial intelligence in Geneva, UN Secretary-General Antonio Guterres urged countries to accelerate efforts toward a shared regulatory framework capable of addressing the growing influence of AI on economies, societies and global security.
AI advancing at unprecedented speed
Guterres cautioned that artificial intelligence is being deployed at a pace that exceeds the capacity of policymakers—and, in some cases, even its own developers—to fully understand or manage its consequences.
He highlighted AI's expanding influence across multiple sectors, noting its potential to reshape labor markets, affect democratic processes and alter the international security landscape.
The UN chief stressed that technological progress must be accompanied by governance mechanisms capable of ensuring innovation develops responsibly.
Global coordination seen as essential
The Secretary-General argued that fragmented national regulations will be insufficient to address challenges posed by technologies with global reach.
Instead, he called for internationally aligned standards that promote responsible AI development while minimizing risks associated with increasingly powerful systems.
According to Guterres, cooperation among governments, international organizations, industry and researchers will be critical to creating effective safeguards without stifling innovation.
Protecting vulnerable groups
Particular attention was given to the impact of artificial intelligence on children and other vulnerable populations.
The UN emphasized the importance of establishing protections that address issues such as online safety, digital rights and responsible deployment of AI-powered systems in education, communication and public services.
Officials also underscored the need for regulatory frameworks that balance technological advancement with human rights, transparency and public trust.
