Macron says France is “Turning The Page” with Africa amid shifting influence
French President Emmanuel Macron wrapped up a five-day tour of Mauritius, South Africa, Gabon, and Angola, reiterating his long-standing promise that France is "turning the page" in its relations with Africa. However, analysts note that the reality on the ground is far more complex.
French influence in the Sahel has waned following the expulsion of troops from Mali, Burkina Faso, and Niger. Political upheaval in Madagascar has further shaken one of France’s traditional allies, raising questions about whether Macron’s vision of a new Africa policy is keeping pace with rapid geopolitical shifts.
Analysts describe Macron’s approach as reactive rather than proactive, pointing out that setbacks in the Sahel and Indian Ocean regions may reflect structural changes rather than temporary obstacles. While his speeches emphasized "reinvented partnerships" and "win-win relationships," critics argue that France’s influence is no longer central, as African nations increasingly diversify their international partners, including China, Russia, India, Türkiye, and Gulf states.
Despite these challenges, France retains significant tools of influence, including economic interests, corporate networks, diplomatic clout, and development partnerships. Macron’s tour highlighted safer diplomatic ground, emphasizing trade, cultural ties, and support for peaceful political transitions, signaling a shift from legacy alliances toward more flexible engagement.
The broader challenge for France lies in adapting to an Africa that is increasingly autonomous in its foreign policy choices, reducing the traditional weight of Paris as a preferred partner, yet leaving room for collaboration in development, climate action, and investment.
