France backs green agriculture push in Morocco with €350M AFD-OCP deal
The French Development Agency and Morocco’s OCP Group deepen ties with a €350 million loan to advance decarbonization, green hydrogen, and sustainable farming in Morocco’s southern provinces.
France’s AFD expands strategic partnership with Morocco’s OCP Group
The French Development Agency (AFD) has reaffirmed its commitment to deepening cooperation with Morocco’s OCP Group, one of the world’s largest fertilizer producers, with a focus on applied agricultural research and environmental sustainability.
During a visit to Laayoune on Saturday, AFD’s Director General Rémy Rioux highlighted the significance of this partnership by referencing a major financing agreement aimed at accelerating the decarbonization of OCP’s operations. The initiative aligns with AFD’s 2022–2026 strategy in Morocco, where sustainability and food security remain key pillars.
Both institutions share a long-term vision centered on sustainability, innovation, and Africa’s agricultural resilience. In a joint statement issued in April 2024, AFD and OCP confirmed plans for a potential loan of up to €350 million. The financing is expected to support the development of renewable energy, green hydrogen, and ammonia technologies critical to reducing the fertilizer industry’s carbon footprint.
The loan also covers investments in human capital, a central component of OCP’s 2023–2027 green investment program. This initiative will mobilize an estimated $13 billion to enable the company to use 100% nonconventional water by 2024, including a desalination capacity of 50 million cubic meters per year by 2026.
During the Laayoune visit, the AFD delegation participated in presentations on Morocco’s southern development strategy, which was launched in 2015 under the guidance of King Mohammed VI. AFD used the occasion to unveil a new €150 million investment plan targeting the southern provinces, reinforcing France’s support for Morocco’s sovereignty over the Sahara.
The cooperation reflects a shared effort to integrate sustainable innovation into agriculture, ensure water autonomy, and enhance economic growth across Morocco’s underserved regions.
