Advancing Gender Parity: Morocco's 2023-2026 Government Plan for Equality
In a significant step toward promoting gender equality nationwide, the Government of Morocco has unveiled its comprehensive 2023-2026 Plan for Equality. This ambitious blueprint, developed through a participatory approach, aims to empower women across the Kingdom, facilitating their entry into leadership roles while protecting their rights and prosperity.
Head of Government Aziz Akhannouch presided over the second gathering of the National Committee for Gender Equality and Women's Empowerment in Rabat on Monday. The central focus of the meeting was the official presentation and discussion of the Government Plan for Equality 2023-2026, themed "Morocco: Leadership, Prosperity, and Values."
In his opening address, Akhannouch stressed the pivotal importance of the plan in advancing women's rights and fostering gender parity. He highlighted the strategic initiative's role in empowering women nationwide, showcasing Morocco's steadfast dedication to gender equality.
Minister of Solidarity, Social Integration, and Family, Aouatef Hayar, elaborated on the key components of the Government Plan for Equality 2023-2026. She outlined the plan's three strategic pillars: Empowerment and Leadership, Protection and Prosperity, and Rights and Values. Hayar also discussed the governance and leadership structure integrated into the plan, which includes a comprehensive set of 288 actionable measures spanning four years.
The formulation of the Government Plan for Equality 2023-2026 was a collaborative effort, drawing input from various ministerial sectors, national institutions, local authorities, civil society organizations, and the private sector. This participatory approach ensured that the plan addressed the diverse needs and challenges facing Moroccan women from all backgrounds.
Following extensive deliberation on the plan's contents, the head of government called for the finalization of the governance system and financial framework, crucial steps toward presenting the plan to the Government Council for formal approval.
The meeting saw the attendance of ministers, representatives from national institutions, heads of regional council associations, municipal and regional councils, community councils, as well as representatives from the General Union of Moroccan Enterprises and civil society associations.
Despite Morocco's concerted efforts to enhance gender parity, a recent report from the Higher Commission of Planning (HCP) highlights the persistent challenges women encounter in the labor market. The report reveals a staggering 73% likelihood of unemployment among women in Morocco, contrasting sharply with the 7.5% unemployment rate among men. This disparity is attributed to "the traditional distribution of social roles between genders and family responsibilities within the household (socially assigned more to women than men)," significantly impacting women's workforce participation.
As Morocco embarks on the ambitious journey toward achieving gender equality, the 2023-2026 Government Plan for Equality serves as a beacon of hope, showcasing the nation's steadfast commitment to empowering women and fostering an inclusive society where every individual, irrespective of gender, can flourish and contribute to the country's prosperity.
