Military Developments

A Russian drone attack on the northeastern Ukrainian city of Sumy injured a woman and damaged five houses, according to local officials. Another strike on a non-residential building in Kyiv triggered a fire, as confirmed by the capital’s mayor.

Russia’s Defense Ministry reported that its air defense systems intercepted and destroyed 15 Ukrainian drones overnight, with seven shot down in the southern Krasnodar region and others in the country’s southern and western areas. Meanwhile, Ukraine’s military claimed to have downed 61 out of 83 drones launched by Russia, while over 20 drones reportedly failed to hit their targets.

Energy and Geopolitics

Moldova’s Prime Minister stated that the pro-Russian breakaway region of Transnistria refused a €60 million ($61.8 million) offer from the European Union to purchase gas. He alleged that Russia blocked the enclave from accepting the aid to maintain its control over the region. Transnistria’s leader announced that a Hungarian company, with Russian support, would supply gas under a new agreement starting February 13.

Diplomatic and Political Updates

Russia’s Deputy Foreign Minister declared that Moscow has not received any acceptable proposals for ceasefire discussions with Ukraine.

Chinese President Xi Jinping accepted an invitation to attend Russia’s commemoration of the Soviet victory in World War II on May 9, marking the 80th anniversary of the event.

Ukrainian President Volodymyr Zelenskyy is set to participate in the Munich Security Conference, where discussions on the war will be a focal point. High-ranking officials from the United States will also attend, with reports suggesting that a special envoy is exploring potential options to end the conflict. Zelenskyy is expected to meet with U.S. Vice President JD Vance during the event.

A Russian deputy foreign minister confirmed that there is no agreement for high-level talks between the leaders of Russia and the United States. He reiterated that Moscow demands Ukraine abandon its NATO aspirations and withdraw troops from four regions claimed by Russia before negotiations can take place.

Meanwhile, the suspension of U.S. foreign aid has disrupted six investigations by Ukraine’s Prosecutor General’s Office into alleged Russian war crimes, reportedly valued at $89 million.

A UN special rapporteur urged Russia to provide immediate medical care to at least eight Ukrainian civilians held in Russian custody, warning that their lives are at risk.
