Rabat becomes the permanent headquarters of the African Prosecutors Association

Morocco has strengthened its judicial positioning on the African continent with the official inauguration in Rabat of the permanent headquarters of the African Prosecutors Association (APA).

The ceremony was chaired by the Prosecutor General of the King before the Court of Cassation and President of the Public Prosecution Office, Hicham El Blaoui, alongside Renson Ingonga, President of the African Prosecutors Association.

The event also marked the signing of the agreement formalizing the definitive transfer of the Association’s headquarters from the Republic of Mozambique to the Kingdom of Morocco. The move reflects the growing confidence in Moroccan judicial institutions and the country’s expanding role in African legal and judicial cooperation.

Several senior judicial officials attended the ceremony, including Mohamed Abdennabaoui, Delegate President of the Supreme Council of the Judicial Power, Abdelatif El Amrani, Treasurer General of the Kingdom, as well as representatives of prosecution offices and judicial institutions from various African countries.

Alongside the inauguration, Rabat also hosted the Executive Committee meeting of the African Prosecutors Association, gathering prosecutors and representatives from member states to discuss organizational and institutional matters concerning the Association’s future development.

Discussions focused notably on preparations for the Association’s upcoming congress and general assembly scheduled for 2026, in addition to proposed amendments to the organization’s statutes and annual membership contributions.

In his opening speech, Hicham El Blaoui emphasized the importance of strengthening cooperation among African prosecution authorities to address the growing challenges posed by transnational organized crime, corruption, human trafficking and cybercrime.

He stressed that exchanging expertise and best practices between African judicial institutions contributes to reinforcing judicial security and strengthening public trust in justice systems across the continent.

Participants also praised the pioneering role played by the African Prosecutors Association in creating an institutional platform for dialogue, coordination and professional cooperation between African prosecution bodies.

Hosting the Association’s permanent headquarters in Rabat further reflects Morocco’s commitment to enhancing South-South cooperation and supporting African institutional partnerships in the fields of justice and rule of law.

The meeting concluded with a shared commitment to continue joint efforts aimed at improving the efficiency of African prosecution services and promoting stability, development and the rule of law across the continent.
