Morocco to invest $8 billion in nationwide 5G rollout by 2030

Morocco has set an ambitious goal to achieve 85% 5G coverage by 2030, announcing an investment of MAD 80 billion ($8 billion) as part of its national digital transformation strategy. This major initiative was unveiled during the National Telecommunications Regulatory Agency (ANRT) board meeting, held in Rabat under the leadership of Head of Government Aziz Akhannouch.

Accelerating digital transformation

The “Morocco Digital 2030” strategy aims to position the country as a leader in digital connectivity across Africa. The rollout will commence by late 2025, starting with 5G deployment in major cities before expanding to cover rural and underserved areas.

According to ANRT Director General Azzelarab Hassibi, Morocco boasts around 40 million internet users, representing a 90% penetration rate—far exceeding Africa’s continental average of 37%. The country’s telecommunications sector has also achieved 57 million mobile phone subscriptions, solidifying its position as a regional leader in digital connectivity.

These achievements have propelled Morocco to the top position among African nations in the International Telecommunication Union’s (ITU) Information and Communication Technology Development Index (IDI) for 2025.

Closing the digital divide

During the meeting, Akhannouch emphasized the importance of reducing territorial disparities in telecommunications access. Special attention will be given to mountainous and remote regions where connectivity remains limited.

To address this, the ANRT will conduct a nationwide survey to identify areas with weak or non-existent coverage. These zones will be included in targeted deployment programs to ensure equitable access to reliable telecommunications services.

Additionally, the National Frequency Plan will be updated to accommodate advancements in 5G technology and align with Morocco’s socio-economic priorities. Structural projects like fiber optic network expansion and high-speed broadband coverage will accompany the gradual introduction of 5G services.

Strategic significance of digital infrastructure

This telecommunications push coincides with Morocco’s preparations to host the 2025 Africa Cup of Nations (AFCON) and the 2030 FIFA World Cup, which it will co-host. These global events demand robust digital infrastructure to support media coverage, enhance visitor experiences, and showcase Morocco’s technological progress on the world stage.

The government’s investment reflects a commitment to closing the digital gap and fostering socio-economic development through advanced telecommunications. As Morocco accelerates its digital transformation, it aims to serve as a model for other African nations seeking to harness the power of technology for growth.
