During the International Agricultural Show in Morocco (SIAM), held from April 22 to April 28, the Al Bayane team had the privilege of meeting with the Italian Ambassador to Morocco, Armando Barucco. The Ambassador, who has a deep appreciation for the city of Meknes, used this opportunity to highlight the strong bilateral relationship between Italy and Morocco, predicting an even brighter future for their cooperation.
Mr. Barucco applauded the significant presence of Italian companies at SIAM, a key event for Morocco's agri-food industry. With more than 15 exhibitors and substantial investments in the agricultural sector, Italy reaffirms its role as a key partner for Morocco in this domain.
The ambassador also emphasized Italy's expertise in agricultural technology and machinery, noting that Italy is the second-largest supplier of such equipment to Morocco. These machines, designed to meet the needs of Moroccan farmers, are aiding in the modernization and competitiveness of the country's agricultural sector.

Combating Corruption: A National Priority and a Lever for Sustainable Development
Morocco is strongly committed to combating corruption, making it a national priority and considering it an essential driver of sustainable and integrated development. This commitment was reaffirmed by Mohamed Bachir Rachdi, President of the National Authority for Probity, Prevention, and Combating Corruption (INPPLC), during the 5th session of the Conference of States Parties to the Arab Convention against Corruption in Cairo.
Morocco has equipped itself with advanced legal instruments to fight corruption, granting broader powers to the INPPLC and outlining the strategic orientations of the national anti-corruption policy. This legal framework aims to ensure the independence and effectiveness of the INPPLC in carrying out its duties.
The INPPLC has undertaken several structuring projects to deepen the understanding of corruption, its sources, and its consequences. Methodological studies and field research have been conducted to develop a detailed database, enabling an objective and precise analysis of the phenomenon.
The INPPLC has also evaluated the governmental policies and plans of the past two decades to identify areas for consolidation, gaps to be filled, and obstacles to be overcome in the fight against corruption.
Mr. Rachdi emphasized the importance of international cooperation in combating corruption, pointing out that most countries struggle to achieve significant progress in this area. He called for broad mobilization to overcome this scourge, which affects the development and stability of societies.
Trelleborg to Settle in Midparc: A New Factory for Moroccan Aerospace
A partnership agreement was signed today between Midparc, the integrated industrial platform in Nouaceur, and the Swedish group Trelleborg. This partnership aims to establish a new industrial unit for Trelleborg at Midparc, dedicated to the manufacture of sealing systems for the aerospace sector.
The new factory, covering an area of 7,800 m², with 5,100 m² of building space, represents an investment of 11 million euros. It is expected to create 150 to 200 direct jobs.
Ryad Mezzour, Minister of Industry and Commerce, hailed the agreement as great news for the development of Morocco's aerospace industry ecosystem. This is the first time a Swedish investor specializing in this sector has set up operations in Morocco.
Mr. Mezzour also pointed out that this investment will strengthen Morocco's industrial competitiveness while promoting significant local integration.
Hamid Benbrahim El Andaloussi, president of Midparc, welcomed the arrival of Trelleborg, emphasizing the "differentiated technologies" that the company brings in polymer techniques, which are essential for the protection of aerospace equipment, engines, and electronic components.
Gordon Roper, president of Trelleborg Aerospace's commercial unit, expressed his satisfaction in contributing to Morocco's aerospace infrastructure. He also highlighted the importance of supporting Safran, a major partner of Trelleborg that has already made substantial investments in the region.

Morocco and the United States: A Booming Economic Partnership
The partnership between Morocco and the United States is experiencing remarkable growth, marked by increasing investment opportunities and strengthened cooperation in strategic sectors.
At a roundtable held during the Africa-US Business Summit in Dallas from May 6 to 9, 2024, the Moroccan Ambassador to the United States, Youssef Amrani, and a delegation from the Moroccan Agency for Investment Development (AMDIE) met with prominent Texas business operators.
This meeting highlighted Morocco's advantages as a preferred investment destination, including its favorable business climate, skilled workforce, and strategic position in Africa.
The free trade agreement between Morocco and the United States, celebrating its 20th anniversary this year, has played a key role in the growth of bilateral trade. The United States is now Morocco's third-largest trading partner, while Morocco is the fourth-largest African trading partner for the United States.
In 2023, bilateral trade reached $5 billion, compared to $925 million in 2005, the year before the FTA came into effect. American investments in Morocco have also significantly increased, accounting for more than 30% of the total foreign direct investment in the country in 2023.

The Moroccan Minister of Health and Social Protection, Khalid Ait Taleb, has assured former Ramed beneficiaries with chronic or incurable diseases that they will continue to receive free hospitalization in public healthcare institutions.
This measure aims to ensure that these vulnerable patients continue to receive necessary medical care without financial burden. The Minister noted that correspondence and circulars have been sent to all relevant stakeholders to ensure the effective implementation of this provision.
Mr. Ait Taleb also acknowledged the difficulties faced by some citizens during the transition from Ramed to AMO Tadamon. He stated that his department is doing everything possible to minimize these constraints and support beneficiaries through this transition.
The Moroccan government reaffirms its commitment to ensuring access to quality healthcare for all citizens, especially the most disadvantaged. The establishment of AMO Tadamon aims to expand medical coverage and improve patient care.

Logismed 2024: Morocco Tackles the 21st Century's Logistics Challenges
The 11th edition of the International Transport and Logistics Fair for Africa and the Mediterranean, known as Logismed, opened its doors yesterday under the High Patronage of His Majesty King Mohammed VI. This year’s event, spanning three days, is centered on the theme: "What Logistics Strategies for Economic, Geopolitical, and Environmental Challenges?"
Minister of Transport and Logistics, Mohammed Abdeljalil, highlighted the importance of logistics for Morocco's economic development, noting that the country has embarked on an ambitious national strategy to create 10 logistics zones covering 750 hectares by 2028. The first three projects are set to be launched shortly in Casablanca, Kenitra, and Fez, with a total investment of one billion dirhams.
The minister also addressed the challenges facing the logistics sector, including fragmented logistics real estate and a lack of modern large-scale platforms. He urged a unified effort to overcome these challenges and position Morocco as a significant logistics player in Africa and the Mediterranean region.
Mohamed Fikrat, Vice-President of the General Confederation of Moroccan Enterprises (CGEM), emphasized that logistics is a key lever for enhancing Morocco's competitiveness and its connectivity with the rest of the world. He advocated for increased private sector involvement in developing logistics infrastructure.

Suspended Teachers: Uncertainty Over Pending Cases Worries Unions
The fate of 205 teachers suspended by the Ministry of National Education remains uncertain as the deadline approaches for regional commissions to submit their final decisions. These decisions are highly anticipated, but unions fear that the ministry could overrule the tripartite commissions' recommendations.
Regional commissions, comprising representatives from the four most representative unions, the administration, and the suspended teachers, were tasked with reviewing the cases and issuing advisory opinions. However, the ministry holds the ultimate authority to make final decisions.
This situation has drawn sharp criticism from unions, who are demanding a stronger role for tripartite commissions. They argue that the accusations against the teachers are unfounded and that their suspensions are unjust. Unions call for their full reinstatement.
Unions have vowed to continue their mobilization to secure the teachers' reinstatement and urge the ministry to make fair and equitable decisions in the interest of national education and the students.

Green Business Incubator 2024 Call for Projects: Cluster ENR Opens Doors for Innovative Green Startups
Cluster ENR has launched an ambitious call for projects for its "Green Business Incubator 2024" program. The initiative aims to support and elevate 20 promising startups operating in the fields of renewable energy, CleanTech, and GreenTech.
Open until June 3, 2024, the call for projects targets innovative Moroccan startups based in Morocco that are less than 5 years old. Selected projects will benefit from a comprehensive 12-month support program, with an option to renew, offering:
- Workspace: A conducive environment for collaboration and innovation.
- Skill Enhancement: Training sessions and workshops to improve technical and managerial skills.
- Financing: Access to funding and investment opportunities to bring their ideas to life.
- Networking Opportunities: Meetings with key sector players to foster partnerships and collaborations.
In addition to the support program, up to 12 selected startups can receive "Tech Start" funding of up to 400,000 MAD under the "Fonds Innov Invest" (FII). This funding can cover up to 80% of the expenses related to the realization of the innovative project, provided that the startup contributes at least 20% through self-financing.

Ryanair Connects Ouarzazate to Tangier: A New Air Bridge for Morocco
Irish airline Ryanair inaugurated a new domestic route between Ouarzazate and Tangier yesterday, enhancing air connectivity within Morocco. The new service will operate twice weekly, providing passengers with a convenient and affordable option to travel between these two major cities.
The inaugural flight, operated with a 180-seat Boeing 737, landed at Ouarzazate Airport from Tangier's Ibn Battouta Airport. An official ceremony was held at Ouarzazate International Airport, attended by airport director Ismail Aghouzaf, local officials, and other key stakeholders.
Aghouzaf noted that the inaugural flight was a success, with 120 passengers on board. He highlighted that this new air route would boost the economic and tourism activities of both regions. The Ouarzazate-Tangier route is also expected to ease travel for students and families between the two cities.
This new air link aligns with Ryanair's strategy to expand its domestic network in Morocco. The Irish airline aims to contribute to improved national air connectivity and promote domestic tourism.

Towards Inclusive and Sustainable Mobility in Morocco: Launch of a National Charter Study
Morocco's transport sector is on the brink of significant transformation with the launch of a study to develop a national mobility charter. This initiative, led by the Directorate of Strategy, Steering, and Coordination of Transport, aims to rethink the current mobility system and establish a structured and coherent framework to address present and future challenges.
Despite progress in transport infrastructure and services, Morocco still faces major mobility challenges. The lack of a clear national policy, fragmented initiatives, and outdated legal frameworks hinder effective management of the system.
Additionally, citizens' expectations for quality and accessible transport are rising, as highlighted in the New Development Model. Current gaps in this area exacerbate social disparities, affect purchasing power, and limit access to employment and public services, especially in rural areas.
Economically, the inefficiency of the public transport system leads to significant costs, estimated at between 3% and 5% of the national GDP. The increasing number of vehicles also jeopardizes the Kingdom's environmental goals, including its aim to achieve carbon neutrality by 2050.

Agadir: Combating Harmful Activities on the Beach This Summer
Agadir's beach, one of the city's main tourist attractions, is experiencing a proliferation of disruptive activities that affect its image and the well-being of visitors. To address this issue, the Agadir Municipal Council recently approved a new municipal bylaw to regulate the exploitation and management of the beach.
The bylaw prohibits various activities, including the use of sheets and blankets with parasols for sun protection, cooking or using flammable materials on the beach, and any form of commercial activity on the beach. Additionally, sports activities are limited to designated areas.
A key concern for local authorities is the unregulated occupation of the beach by vendors renting out sunbeds, parasols, chairs, and tables outside authorized concessions. This issue tarnishes the destination's image and disrupts the comfort of beachgoers.
Agadir's beach also faces a waste problem, particularly with plastic waste. Despite efforts by cleanliness services, the lack of civic responsibility among tourists and locals continues to pollute the environment.

The colloquium "City and Art in Question," organized in partnership with the research group "Identity and Difference" from Mohammed Premier University in Oujda, explores the links between the city, art, and development. This gathering brings together experts and cultural stakeholders to discuss how art can contribute to enhancing urban spaces and creating places for sharing, socialization, and mobilization.
With its rich historical heritage, strategic location on the Mediterranean coast, and international reputation, Saïdia is well-positioned to become a premier tourist destination. The seaside resort offers a diverse range of tourist amenities, including 5,800 beds, two 18-hole golf courses, a marina with 850 berths, and a water park.
