Moroccan government approves new status for territorial administration employees
The Moroccan government has approved a new legal framework aimed at regulating the status of employees working within territorial administrations and local authorities across the country.
The draft law, presented during a government council meeting, seeks to modernize the management of human resources in regional administrations, municipalities, provinces, and intercommunal institutions. The reform is part of broader efforts to strengthen local governance and improve the efficiency of public administration in Morocco.
According to government officials, the new legislation defines the rights and responsibilities of territorial civil servants while establishing clearer rules concerning recruitment, administrative procedures, career management, and salary structures. The framework also takes into account the specific responsibilities linked to local administration services.
The reform aligns with Morocco’s ongoing decentralization strategy, which aims to grant greater responsibilities and operational capacity to regional and local authorities. Authorities believe that improving the status and organization of territorial employees will contribute to better public services and stronger institutional performance.
The government also emphasized that the project follows the legal provisions outlined in Morocco’s organic laws governing regions, provinces, and municipalities. The initiative reflects continued efforts to modernize the public sector and adapt administrative systems to evolving development needs.
Observers note that local administrations play a central role in implementing public policies, infrastructure projects, and social services, making human resource reform an important component of institutional modernization in Morocco.
