Akhannouch launches Rabat regional health authority reform plan
Aziz Akhannouch chaired the first board meeting of the Territorial Health Grouping for the Rabat-Salé-Kénitra region on May 14 in Rabat, marking a new stage in Morocco’s national healthcare reform strategy. The inaugural session approved the institution’s organizational structure, action program and 2026 budget, along with the standard employment framework for healthcare professionals who will operate within the regional grouping.
During the meeting, Akhannouch described the territorial health groupings as a central mechanism designed to strengthen coordination between hospitals and healthcare institutions across each region. He said the initiative aligns with the royal vision for modernizing Morocco’s public health system and improving access to medical services. The government is seeking to accelerate the deployment of similar regional structures across the country to improve governance and reduce disparities in healthcare delivery.
Ibrahim Lkahl presented the operational and financial framework of the project, detailing coordination mechanisms between healthcare institutions and outlining priority investments. Officials also emphasized the importance of implementing an integrated health information system capable of improving patient monitoring, hospital management and strategic decision making at both regional and national levels. Authorities view digitalization as a critical tool for managing healthcare pathways and optimizing public health resources.
The Rabat-Salé-Kénitra region, home to nearly five million residents, faces increasing pressure on hospitals, medical infrastructure and healthcare staffing. The territorial grouping aims to transform the region into a national and continental medical hub by relying on major hospital institutions and specialized healthcare centers already operating in the area. Policymakers believe stronger regional coordination could reduce administrative fragmentation and improve service quality for patients.
The initiative follows an earlier pilot program launched in the Tanger-Tétouan-Al Hoceïma region, which Moroccan authorities described as successful in improving healthcare coordination and strengthening human resources management. The government now intends to replicate that model nationwide as part of broader reforms tied to social protection expansion and modernization of public services. The launch of the Rabat-Salé-Kénitra grouping represents one of the most significant institutional steps in Morocco’s healthcare restructuring agenda in recent years.
