Casablanca plans financial fee for major waste producers
The city of Casablanca is preparing to introduce a financial fee targeting major waste producers as part of a broader reform of its urban cleanliness and waste management system.
Under the proposed measure, large generators of waste—such as hotels, restaurants and fast-food establishments—would be required to pay for the transport of their garbage to public landfill sites. The fee would be calculated based on the actual weight of the waste collected, in line with new guidelines outlined in a draft service contract for the city’s sanitation sector.
Municipal officials argue that these businesses contribute significantly to the city’s daily waste output and should therefore bear a proportional share of the collection and treatment costs. The plan also calls for waste collection companies to use trucks equipped with weighing systems to accurately measure the volumes produced by these establishments.
The initiative aims to improve transparency, accountability and efficiency in waste management, while encouraging large producers to reduce and better manage their refuse. Environmental enforcement units are expected to play a role in monitoring compliance and raising awareness among concerned operators.
City authorities have been working for several years on mechanisms to make waste management more equitable. The new framework is expected to be included in an updated service contract designed to modernize governance, enhance service quality and respond to environmental and public health challenges in Morocco’s economic capital.
