Russia and Morocco: A Strategic Partnership in the Face of Geopolitical Challenges

Russia has expressed its appreciation for the strategic partnership with Morocco, a country it considers a "friend" and key ally in the region. Russian diplomacy has particularly highlighted Morocco's balanced stance on the ongoing conflict in Ukraine, reinforcing the depth and importance of their bilateral relations.

Vladimir Baibakov, Russia’s ambassador to Morocco, emphasized the robust nature of these relations, acknowledging the role of agreements signed between Russian President Vladimir Putin and King Mohammed VI. These agreements have solidified their ties, enabling the two nations to navigate through global geopolitical shifts and financial crises in recent years.

Although Russia has traditionally aligned itself with Algeria on the issue of Moroccan Sahara, its diplomatic position has evolved in recent years, moving closer to Morocco while distancing itself from Algeria. This shift reflects the changing dynamics and the growing importance of Morocco as a strategic partner.

The visits of King Mohammed VI to Russia have been pivotal in strengthening bilateral ties. Despite occasional challenges that could have strained the relationship, both countries have managed to maintain a stable and respectful partnership. This has been evident in Morocco's consistent foreign policy, particularly regarding the Ukraine conflict, where Morocco has maintained a neutral stance and refused to take actions that could undermine Russian interests.

Russia has expressed its gratitude for Morocco’s balanced approach to the situation in Ukraine, noting that Rabat's refusal to engage in anti-Russian actions around the issue has been particularly valued. This mutual respect has facilitated ongoing political dialogue, which was highlighted during Morocco’s participation in the Russia-Africa Partnership Forum in November 2024. The event, held in Sochi, saw a Moroccan delegation led by Minister of Foreign Affairs Nasser Bourita, further cementing the two countries’ collaboration.

Despite the challenges posed by Western sanctions, Russia and Morocco have continued to address economic and financial matters constructively. Ambassador Baibakov acknowledged the impact of these sanctions, particularly in the banking sector, but reassured that both countries are working together to find solutions within the spirit of cooperation.
