Germany considers broader review of protection status for Syrian refugees

Germany is preparing to intensify its review of the protection status granted to Syrian refugees, according to media reports, as the government reassesses its migration policy following political and security changes in Syria.

The reported plans have raised questions over the future of thousands of Syrians living in Germany. According to German media reports, Interior Minister Alexander Dobrindt could instruct the Federal Office for Migration and Refugees (BAMF) to conduct broader reviews of protection cases during the autumn.

Dobrindt has already confirmed that the protection status of Syrians is being examined. In a Bundestag government questioning session in June, he said authorities were distinguishing between several groups, including people required to leave Germany, those with limited prospects of remaining and integrated individuals who may have a longer-term perspective in the country. He also said people who have committed crimes should be among those prioritized for return.

The debate comes as Germany continues to reassess its asylum and migration policies following the political changes in Syria. The German government has also examined the legal consequences of Syrians returning temporarily to their country of origin. In August, the Bundestag reported that Germany had rejected the idea of allowing special exploratory trips to Syria without potential consequences for an individual’s protection status. Under current rules, non-essential travel to the country from which a person originally sought protection can be considered an indication that the conditions underlying that protection may no longer exist.

Official figures illustrate the size of the Syrian community in Germany. At the end of June 2026, 915,840 Syrian nationals were registered as living in the country. Of these, 640,304 held residence permits, while 70,018 had permanent residence permits. The same data showed 9,856 Syrians were legally required to leave Germany, including 6,781 people whose departure was temporarily suspended under a system known as “Duldung.”

The legal situation differs considerably among Syrian residents. As of June, Germany recorded 262,208 Syrians with recognized refugee protection and 283,981 with subsidiary protection under the country’s residence law. These categories provide different forms of protection and do not automatically mean that all Syrian nationals face the same legal situation.

Berlin has also been supporting voluntary returns to Syria. According to government figures, 4,426 Syrian nationals had voluntarily left Germany during the first half of 2026, including 2,736 who received return assistance. The government noted that the actual number of voluntary departures could be higher because authorities are not always informed when individuals leave Germany independently.

The issue remains politically sensitive because conditions in Syria continue to be assessed differently by governments, international organizations and political groups. Germany’s current approach involves individual legal assessments rather than an automatic withdrawal of protection from all Syrians.

Any large-scale change in protection status would therefore involve legal procedures and case-by-case decisions by the competent authorities. The debate nevertheless signals that the status of Syrian refugees has become an increasingly important part of Germany’s wider discussion over migration, voluntary returns and integration.
