UN warns that ISIS remains a global threat despite counterterrorism gains

United Nations Secretary-General António Guterres has warned that the Islamic State (ISIS) and its affiliated groups continue to pose a significant global security threat despite progress made in international counterterrorism efforts.

In a recent report presented to the UN Security Council, Guterres said that counterterrorism operations carried out in recent months had weakened parts of ISIS’s leadership and operational capabilities. However, he stressed that these gains have not eliminated the broader threat posed by the organization and its affiliates.

The report, covering ISIS-related activities during the first half of 2026, noted that affiliated groups have demonstrated considerable resilience and an ability to adapt their operations to local political and security conditions.

Africa remains a particular area of concern. The United Nations highlighted the growing operational capabilities of some ISIS-linked groups on the continent, while also pointing to the continued threat posed by ISIS-Khorasan and persistent insecurity in Syria.

The changing technological environment is adding another dimension to the threat. According to the UN, terrorist organizations are increasingly exploiting artificial intelligence, drones, encrypted communications, digital platforms and virtual assets to support or facilitate their activities.

At the same time, the report noted that many of these technologies can also provide opportunities for governments and international organizations to strengthen prevention and counterterrorism efforts when they are used responsibly and within legal frameworks.

Guterres called for stronger international cooperation, improved intelligence sharing, enhanced border controls and more effective financial investigations. He argued that unilateral approaches are insufficient to address increasingly sophisticated methods of terrorist financing and organization.

The UN chief also emphasized the importance of addressing the humanitarian consequences associated with ISIS. He called for continued efforts to repatriate people affected by the group, followed by appropriate rehabilitation and reintegration programs, while ensuring compliance with international law and human rights standards.

The latest warning underlines the evolving nature of the terrorist threat. Although military and security operations have weakened ISIS in several areas, the organization and its affiliates continue to exploit instability, technological developments and local conflicts to maintain their influence.

For the United Nations, sustained international coordination will therefore remain essential to prevent the group from rebuilding its capabilities and expanding its activities into vulnerable regions.
