Study finds 30.2% unemployment among Morocco’s female higher-education graduates

Two decades of legal reform in Morocco have not translated into proportional gains in women’s social and economic status, a new study by the Centre marocain de recherche et d’analyse des politiques (CEMRAP) finds. The report, prepared by researcher Houda Lanzari, documents persistent gaps between formal rights and everyday realities across education, employment, health and political representation.

Labor-market figures form the study’s sharpest indictment. Female labour-force participation fell from 20.4% in 2014 to 16.8% in 2024 despite rising enrolment in secondary and tertiary education. Among degree holders, 30.2% of women were unemployed, compared with 17.9% of men, the study reports. Researchers say the pattern shows a labour market that channels women into precarious, low-paid roles while closing off decision-making positions to qualified women, with female presence in senior private-sector leadership at roughly 0.1%.

The education system has improved access but not outcomes, the report warns. Morocco ranks 48th of 50 in an international study of reading comprehension (SIRIP), and the study describes the country’s progress as a “democratization of failure.” In rural areas, distance to schools, lack of transport and an absence of student housing drive higher dropout rates among girls, turning schooling into a daily struggle rather than a reliable path to upward mobility.

Health indicators also reveal structural blind spots. Morocco ranks 131st of 141 on a women’s health index, the report notes, and policy remains largely focused on reproductive issues while neglecting mental health and early cancer screening. The study documents cases of obstetric violence and indignities in some public facilities, particularly in isolated regions, and cautions that expanded insurance coverage alone will not ensure effective access where territorial inequalities and logistic shortfalls persist.

On political representation, the study records numerical gains but questions substantive influence. Women’s seats in elected bodies rose from 67 in 2011 to 96 in 2021 through positive-discrimination measures, yet the study argues these gains risk becoming a symbolic rent if elected women lack real decision-making power. It highlights patterns in rural councils where quota seats sometimes reflect symbolic investitures or family-based selections rather than rooted local leadership, and links economic precarity to greater vulnerability to electoral manipulation.

The report scrutinizes legal reforms as unevenly implemented and sometimes ambiguous. It cites provisions such as article 20 of the family code, which allows judges broad discretion in assessing a minor’s “interest” in marriage decisions, as enabling continued harmful practices. The law against violence toward women (law 103.13) is criticized for prioritizing repression after incidents rather than robust prevention, a shortfall the study ties to a narrow public-policy conception that treats violence as isolated acts rather than the product of deeper social organization.

Finally, the study questions the effectiveness of institutions tasked with promoting equality. It finds that proliferation of bodies and mechanisms has not produced coordinated action or adequate resources. Lanzari argues the core problem is not the absence of legal texts but the gap between an evolving legal framework and stagnant socio-economic structures. The study calls for integrated policies that combine legislation with concrete measures in education, economic empowerment and territorial implementation to turn formal rights into lived equality.
