Russia climbs to 58th in the 2026 Global Innovation Index
Russia has moved up two places to 58th in the 2026 Global Innovation Index, according to the latest assessment by the World Intellectual Property Organization (WIPO), as global investment in research and development continues to expand and artificial intelligence increasingly shapes innovation activity.
The 2026 edition of the Global Innovation Index evaluates the innovation performance of 139 economies using around 80 indicators. These include research and development spending, high-tech trade, skilled employment, venture capital activity and intellectual property-related measures.
Russia's 58th-place ranking puts it within the middle tier of the global innovation landscape. WIPO's country profile gives the Russian Federation an overall innovation rank of 58th, with an output rank of 55th and an input rank of 71st. Its human capital and research performance ranks considerably higher, at 32nd globally.
Switzerland retained the top position in the 2026 index for the 16th consecutive year, followed by Sweden and the United States. The Republic of Korea and Singapore completed the top five, while the United Kingdom, the Netherlands, Finland, Denmark and China also ranked among the ten leading innovation economies.
The latest ranking comes as global research and development investment reaches new levels. WIPO estimates that worldwide R&D expenditure increased by more than 3.3% in real terms in 2025 and is projected to grow by another 3.6% in 2026, reaching approximately $3.4 trillion.
The expansion of R&D is increasingly visible in middle-income economies, including Egypt, Indonesia, Malaysia and Viet Nam. WIPO says this broader geographical distribution of research capacity is contributing to changes in the global innovation landscape, even as established technology leaders continue to dominate the upper positions.
Artificial intelligence is also becoming a major driver of innovation investment. According to WIPO, venture capital funding for innovative startups increased by 28% in 2025 to $510 billion, while AI-related companies accounted for 53% of global venture capital deal value. The share rose further during the first half of 2026.
Corporate research spending has followed a similar trajectory. R&D expenditure among the world's largest corporate investors reached a record $1.5 trillion in 2025, with software and AI companies playing an increasingly important role alongside sectors such as aerospace and defense.
Russia's position in the index also reflects the country's research and education base. WIPO's data places Russia 32nd globally for human capital and research, 28th for education and 47th for tertiary education. The country also ranks 14th for the share of graduates in science and engineering, according to the 2026 country profile.
At the global level, however, innovation remains concentrated among a relatively small group of economies with strong research systems, advanced business ecosystems and extensive access to investment. WIPO's findings show that innovation performance depends not only on the volume of research spending but also on the ability of economies to convert scientific knowledge into technologies, businesses and intellectual property.
The 2026 index therefore illustrates a changing innovation environment in which established leaders remain at the forefront while a number of emerging economies continue to strengthen their research and technological capabilities. Russia's move to 58th place forms part of this broader evolution in the global distribution of innovation activity.
