Russian “ghost fleet” tanker Boracay resumes voyage after captain’s arrest
The Russian-linked oil tanker Boracay—suspected of being part of the so-called “ghost fleet” circumventing international sanctions—has resumed its journey after French authorities briefly detained its captain and first officer.
According to a source close to the case, both men were taken back to the ship during the night from Thursday to Friday, allowing the vessel to continue its route. The Chinese captain, however, has been summoned to appear before the Brest court on February 23, 2026, on charges of “failing to comply with orders.”
The Boracay, also known under the name Pushpa, had attracted the attention of French naval forces amid growing concerns about shadow shipping practices used to transport Russian oil despite sanctions tied to the war in Ukraine. French soldiers had boarded the vessel earlier this week as part of the ongoing investigation.
The case highlights the increasing international scrutiny of clandestine maritime operations. Analysts note that the so-called “ghost fleet” has expanded significantly since Western restrictions on Russian energy exports came into force, raising safety, environmental, and legal concerns.
