Russia has confirmed it is reviewing a series of documents suggesting potential terms for ending the conflict in Ukraine after high-level discussions between Russian and U.S. envoys. Kremlin spokesperson Dmitry Peskov said the materials were presented to President Vladimir Putin following meetings in Miami, where Russian special envoy Kirill Dmitriev held talks with American officials, including U.S. special envoy Steve Witkoff and presidential adviser Jared Kushner. Peskov stated that Moscow is currently evaluating the proposals and will soon determine its next steps, emphasizing that Russia’s fundamental positions remain unchanged.

The reviewed documents are said to contain a revised peace framework intended to build on negotiations previously held in Berlin, Geneva, and Miami. The latest version, a 20-point plan introduced by Ukrainian President Volodymyr Zelenskyy earlier this month, outlines provisions for security guarantees, ceasefire monitoring, and postwar reconstruction. Yet major divisions continue to block progress. Russia reportedly insists that Ukraine recognize changes in territorial control and abandon its pursuit of NATO membership, conditions Kyiv refuses to accept. Ukrainian officials have instead proposed freezing current battle lines under international supervision while seeking stronger Western security commitments.

The United States has tried to balance both sides’ demands, presenting what sources describe as a “composite draft” shaped through earlier talks. American diplomats have portrayed the discussions as constructive but admit that deep mistrust still clouds any breakthrough. European partners have publicly encouraged Moscow and Kyiv to engage in further dialogue, welcoming the renewed U.S. mediation effort while urging all parties to respect Ukraine’s sovereignty.

This latest diplomatic push marks the most concentrated attempt in months to revive peace talks since active fighting erupted again this winter. While hopes for a durable agreement remain uncertain, the series of meetings underlines a shifting international focus toward pragmatic solutions rather than prolonged confrontation.
