Mohamed Benalilou: Leading Morocco's Anti-Corruption Efforts
His Majesty King Mohammed VI has appointed Mohamed Benalilou as the new president of the National Authority for Integrity, Prevention, and Fight Against Corruption (INPPLC). With a formidable background in Morocco's legal and judicial systems, Benalilou is poised to enhance the country's initiatives against corruption and promote transparency.
Born on February 2, 1975, in Mokrisset, Ouazzane province, Benalilou has a distinguished career that includes serving as the Ombudsman of Morocco. His academic credentials include a master’s degree in law, complemented by extensive experience in various judicial roles. He has held significant positions, such as director of the administrative and training division at the Supreme Council of the Judiciary, and has worked at the Court of First Instance in Tangier, the former Special Court of Justice, and the Court of Appeal in Rabat.
Benalilou's career is marked by leadership roles within Morocco’s justice system. He served as chief of staff for the Minister of Justice and Freedoms, and as an advisor on criminal policy from 2012 to 2014. His subsequent roles included Director of Studies, Cooperation, and Modernization at the Ministry of Justice from 2014 to 2016, and Director of Human Resources at the same ministry from 2016 to 2018.
His expertise extends to advisory missions focused on combating corruption, and he is an active member of the group of government experts reviewing the implementation of the United Nations Convention against Corruption (UNCAC). Additionally, Benalilou is a founding member of the Arab Network for Combating Corruption and Promoting Integrity and Transparency.
In academia, Benalilou teaches criminal law and criminal procedure at Morocco’s Higher Institute of the Judiciary and serves as a visiting professor at the Royal Institute of Territorial Administration and the Faculty of Legal, Economic, and Social Sciences in Rabat.
With his extensive experience, Benalilou is well-equipped to lead Morocco's efforts against corruption. His priorities will include preventing corruption, educating the public, and fostering strong cooperation between the judiciary and other institutions.
